Flagler Street, (CEA/SCS) Miami, FL 33134 RE: STREET LIGHTING FACILITIES ON THE CITY OF MIAMI RIGHT OF WAY Dear Mr. Villasuso: Based upon the terms and conditions of prior street lighting agreements between the City of Miami and the Florida Power and Light Company and more current localized street lighting agreements, the City pays to Florida Power and Light the costs of energy, maintenance, replacement and upgrades for the Florida Power and Light Company owned street lighting system citywide. In order to continue to provide service and safety to the City's residents and the general public, Florida Power and Light is committed to monitor the existing street lighting system and perform maintenance and service upgrades where warranted and desired by the City and its residents. The City desires to achieve these goals by requesting that a plan of action be prepared by the Florida Power and Light Company for the implementation of the following procedures and options. 1 Street Light Energy Use Energy consumption is critical in considering the most efficient lighting system for a neighborhood at the most reasonable cost to the City. This may be accomplished by the metering of the circuits providing street lighting energy or any other alternative process that monitors the actual time the luminaires are in use. The Florida Power and Light Plan will include a) a schedule to survey linventbrytfed b) monitor performance and c) follow up (verification) with required maintenance for proper billing. 2. Outages Monitoring street lighting service is a vital part of maintenance paid for by the City and a plan must be in place to address outages. The Florida Power and Light Plan is to address outages through the use of communication devices or feedback systems for each circuit. Accounting/Billings The monitoring of outages, addressed above, must be automated in order to adjust billings, provide rebate/credit and ensure accurate street light accounting based on energy use. 4. Premium Street Lighting More options, styles of poles, fixtures and lamps and designs are needed for premium street lighting in order for the City, working with Florida Power and Light, to select the most appropriate match for the City's diverse conununities. The City desires to receive your plan of action and implementation schedule by the end of the first street lighting billing cycle in calendar year 2013. Mr, Villasuso to whom your original correspondence was addressed is on leave and I am serving In his capacity until his return. Florida Power & Light values our longstanding relationship with the City of Miami and is committed to providing safe, reliable, and cost effective service. Given the broad scope of your letter, we would appreciate the opportunity to meet with you and your staff to fully discuss the points you have raised. In the interim, and to facilitate our future discussion, we provide below a high-level outline of some of the history and factors to consider as we move forward: Street Light Survey - we are currently completing surveys for several governmental accounts throughout our service territory. We anticipate beginning a full survey of the City of Miami In the fourth quarter of 2013. Street Light Agreements and Billing - At the request of Nzeribe Ihekwaba, In 2012, we provided copies of all available Street Light Agreements for the City. in September 2012, Nzeribe lhekwaba requested and was provided a detailed billing report for all City of Miami street light accounts. Decorative Lighting - FPL offers decorative lighting through a decorative lighting tariff and we look forward to discussing the diverse needs of the City, Energy Consumption -The streetlight rate that FPL filed with the State of Florida Public Service Commission does not contemplate the metering of individual street lights. Further, the tariff explicitly excludes the refund of electricity charges due to outages (unbundling charges is not permitted). Street light circuits owned by the City of Miami - energy only or re-lamping service - could be metered under the General Service Rate Tariff. Under this tariff, the City would be billed , for the amount of energy consumed; however, any re-lamping agreements would be voided. Streetlight Monitoring - FPL has been investigating new technologies that would provide real-time monitoring of our street light facilities. We expect the cost of such technology to come down over time and we will continue to monitor its development.
