City Manager FILE: Updated status ofpolice officer and other key personnel recruitment The rate of recruitment and hiring of Police Officers and other key personnel ubvy an essential role in maintaining a stable and suitable workforce to protect our citizens. In terms of police officers hiring, we offer the following. 1. Vacant pm|ice officer vacancies where at its highest point in ]u|v 2012 when we had 98 budgeted vacancies; 2. We have hired 59 police officers since then (including 19 that were sworn in on February 22'd), but sworn member attrition has proven to be a challenge to our goal of reaching full staffing; 3' Currently vvmhave 62sworn budgeted vacant positions; a. 39 pm|iom officer trainees; 16 of these positions already have recruits identified to start /n the next class mf20that will begin inlate March 2D13 b. 33 are police officers; four ofthese are expected to be filled from current active list of applicants c. Police Officer hiring continues from two active registers a' 4Oapplicants remain onthe Certified Officer applicant list; anticipate hiring four more from this list bythe end ofMay 3Q13asnoted above b' 485applicants remain onthe Police Officer (basic recruits) list Inorder to get ahead of the expected police officer vacancies, the Police Department has been authorized to move forward with two more trainee classes ofZD basic recruits each; one for July 2013 and one for October IO13. More classes will beadded accordingly aywe anticipate more police officer positions tobecome vacant. The attached table shows the various key positions and the current stage in the process of recruitment. Ten emergency dispatchers (ED) went through the Onp/ stages of the recruitment process In the past week. We anticipate their start date atthe beg|nningmfthe next pay period (3-11'13) |fthere are no problems with the results oftheir physical exams and toxicology reports. These ten ED hires will 0| all of the currently vacant ED positions. Since ED Positions have m high turnover rate and in order to prepare for the next group of ED vacancies, I have authorized further selection activity to begin from a current eligible list of applicants. Moving the ED recruitment process ahead of anticipated vacancies will curtail the number of open vacant dispatcher positions in the future, strengthening this critical work environment. Although the civilian selection and hiring process has been slow with the additional resources and the renewed focus ofmanagement onthe issues surrounding the recruitment and hiring process, we have full confidence that we will meet the challenge ofreplacing the employees that will be retiring lnthe coming years. Emergency Dispatcher Supervisor I Communications Register announcement was posted 02/I2 with a dosing date of 3/32. No current dispatchers applied for the promotional Opportunity. Approval of interview questions is pending. Subject Matter Expert is scheduled to meet with HR to complete questions; position is currently advertised again. Crime Scene Investigator I 8 Crime Scene Two of the hires have cleared medically (02/2I) and were hired; two are pending medical results; four are pending background clearance. Complete background investigations and hire two more by March II1h ' and the remaining four by April l^'. Forensic Investigations Supervisor I Crime Scene, Technical Services job requirements are being revised; HR working with the Police department staff to establish. Advertise position once requirements are established. Latent Print Examiner 2 Technical Services Recruitment is currently advertised, will close on 3/8/20I3 Register to be established 3/22/20I3; | background investigations will begin then. Police Property Spec l 2 Property Open non-competitive recruitment was on 2/lS/J0I3;Ql9applications were received. Register to be established 3/8/2013; background investigations will begin then.
