Duties

When the City Clerk is absent for Miami City Commission meetings and Community Redevelopment
Agency (CRA) meetings, I serve as the City Clerk to the Commissioners. This responsibility requires me to
have an extensive understanding of: Mason's Manual of Legislative Procedure, the City of Miami's
legislative protocols for amending agenda items during Commission meetings, rules governing lobbyists
who wish to speak before the Commission, the submitting of documents into the public record, and an
acute familiarity with sections of the Miami City Code pertaining to Commission meeting procedures and
the legislative process for the passage of resolutions and ordinances.
Assists the City Clerk with the administration, coordination, and review of minutes for various meetings,
including the placement of minutes on Commission agendas for approval. During Miami City Commission
meetings, I use the For The Record (FTR) computer program to ensure that the items voted upon and
discussed at Commission and CRA meetings are assigned a section number that is then used by the
transcribers to organize the minutes for that meeting. This task requires an advanced level of
understanding when it comes to how regular agenda items and non agenda items are accounted for during
Commission meetings so the minutes accurately capture the proceedings of the meeting. Furthermore,
once the City Commission approves the minutes, I ensure that the minutes are published to the
Legislative Hub and Granicus webstreaming program for the public to access.
I support the City Clerk with the coordination of elections including: establishment of qualifying periods,
review of legislation involving referendums, charter amendments, District and Mayoral elections, runoff
elections, and early voting. Participated in the review of general municipal election letters sent to
prospective candidates running for elected office. Assisted the City Clerk and Elections Coordinator with
the inspection of qualifying documents for candidates running for elected office. Collaborated with -the
Elections Coordinator on the drafting of public notices for general, runoff, and special elections. When the
Elections Coordinator is out of the office, I work with the City Clerk and Legislative Services Supervisor on
the task of reviewing Quarterly, General Election, Runoff, and Termination Reports submitted by elected
officials and candidates. Furthermore, I serve as the City Clerk's backup for the Logic & Accuracy testing
of voting equipment, canvassing of absentee ballots, tabulation of provisional ballots, and participated in
the post -election audit with the Miami -Dade County Elections Department. In addition to special and
general municipal elections, I also work with the City Clerk and Elections Coordinator on the Civil Service
Board and Overtown Advisory Board elections.
As the Assistant City Clerk, I oversee all City of Miami boards, committees, trusts, and agencies. This
involves administering 35 boards consisting of roughly 350 members. I am responsible for working with
the Agenda Office for the placement of all board items on Commission agendas, including the preparation
of board packets that consist of detailed information for Commissioners to make their appointments.
Additionally, I am responsible for the creation of all resolutions pertaining to board appointments. This
task requires a detailed knowledge of the Legistar program to ensure that all resolutions are established
correctly and in conformance with City of Miami protocols for legislation. Furthermore, I maintain all of the
board member term start/end dates, resignations, board meeting absences, employment waivers, and
ethics requirements for board members using the People and Office Management System (POMS). During
Miami City Commission meetings, I guide the Commissioners through the appropriate steps to proffer
motions for boards appointments, including waivers involving employment or residency restrictions.
The Assistant City Clerk is responsible for the administration and coordination of the City of Miami's
financial disclosure program for elected officials, board members, and City of Miami employees. This task
involves strict adherence to State, County, and City laws. Over 400 people are affected by financial
disclosure laws which requires me to understand who needs to file, what forms are needed (Form 1,
Source of Income, etc.), and where the forms need to be filed (County or City). Furthermore, once these
financial disclosure forms have been submitted to the Clerk's Office, I am responsible for entering this
information into the People and Office Management System (POMS) to show compliance for the person
disclosing. In addition to ensuring compliance with financial disclosure laws, I work with the Records
Systems Coordinator to ensure that the forms submitted are stored in compliance with the State of
Florida's General Records Schedule GS1-SL.
I also work with the Records Systems Coordinator regarding the administration and management of
records in which the City Clerk's Office serves as the custodian. Part of this responsibility involves the
classification and filing of documents such as legislation, lobbyist registration forms, contracts and bids,
boards and committee documents, public records requests, financial disclosure forms, etc, that are
affected by Florida State Statutes and City of Miami ordinances. Furthermore, I work with the City Clerk
and Records Systems Coordinator on the creation of retention and disposition schedules that comply with
the Florida Administrative Code. Additionally, I assist the Records Systems Coordinator with the important
task of monitoring records that contain personal information of employees or board members that is to
remain confidential under Florida State Statutes.

I assist the Legislative Services Supervisor (LSS) with the drafting and administration of the City Clerk's
budget, including the entering of budget data into the City of Miami's Budget Data Collection System
(BDCS). This includes the oversight of special revenue funds derived from lobbyist registration fees and
the passport acceptance facility program. I also provide guidance to the LSS on how special revenue funds
can be used considering that both lobbyist and passport special revenue can only be used in accordance
with the legislation that created the special revenue funds.
The Assistant City Clerk also supervises the Legislative Services Supervisor when it comes to the recording
of votes taken by the City Commission on all ordinances and resolutions in the Legistar program used to
administer the legislative process for the City of Miami. In the absence of the City Clerk, I am responsible
for reviewing all actions taken on legislative items passed during the Commission meeting, in addition to
ensuring that the Mayor's signature report is submitted for his review within 10 days. Being able to
complete this task within 10 days is absolutely essential due to the fact that the Mayor can only veto
legislative items within this timeframe.
When the City Clerk is out of the office for extended periods of time, I am responsible for approving
payroll, requisition requests, P-Card requests, iExpense reports, and Transfer of Funds requests. This
responsibility requires an extensive understanding of iMiami, the City of Miami's main program for
purchasing and financial management. Additionally, I am frequently required to use the iMiami modules
General Ledger and AP Inquiry to monitor expenditures and payments associated with the City Clerk's
Office, including the analysis of line item accounts by using the iMiami drill down function.
One of the major accomplishments during my tenure as Assistant City Clerk that I take great pride in is
the creation of the City of Miami's first "Rules of Procedure" handbook for the Miami City Commission. This
task involved numerous hours of research involving the review of procedures encompassing City
Commission customs, segments of the Miami City Code outlining Commission procedures, and the
adaptation of sections of Miami -Dade County's rules of procedure. This handbook will serve as the
comprehensive resource for Commissioners and the public at large when it comes to understanding the
procedures and rules that govern the City Commission and legislative process for the City of Miami. After
completing the handbook, I was responsible for presenting the draft to the City Clerk and Chair of the
Commission for review. As of this time, I am currently in the process of working with the City Attorney to
get final approval so it can be presented to the City Commission for consideration and adoption.

Duties
Responsible for the supervision of the Office of the City Clerk's Legislative Services Section that is
composed of 5 employees (was 8 but budget cuts reduced number to 5 employees). Supervisory
responsibilities include assisting staff with any questions/issues associated with their job duties, in
addition to the drafting of employee evaluations and S.M.A.R.T. Goals for approval by the City Clerk.
The Legislative Services Supervisor (LSS) also serves as the Systems Administrator for Legistar. The
Legistar program is used to administer the legislative process for the City of Miami. Administration of the
Legistar program involves the creation/maintenance of ordinances, resolutions, motions, directives, non -
agenda items, minutes of Commission meetings, etc.

All public notices published by the Clerk's Office are either drafted or reviewed by the LSS before being
sent to various newspapers.. This includes 10-day notices, 15-day notices, notices involving the
rescheduling of commission meetings and special commission meetings, sunshine meetings, workshops,
Community Redevelopment Agency meeting notices, Solid Waste Special Assessment Fee notice, and the
Truth in Millage (TRIM) notice. The LSS must be familiar with Florida State Statutes and the Miami City
Code when it comes to the rules governing the verbiage required in a public notice, the type of publication
the notice can be published in, and the time -frame the public notice must be published within.
The LSS also works with the Elections Coordinator on City of Miami elections by placing elections related
public notices required by Florida State Statutes in local publications, in addition to assisting the Elections
Coordinator with the qualifying of candidates for various offices. Furthermore, the LSS serves as a back up
to the Elections Coordinator for the drafting of letters to elected officials and candidates involving various
campaign reports, including the review of Quarterly, General Election, Runoff, and Termination Reports
submitted by elected officials and candidates.
During Miami City Commission meetings, I assist the City Clerk and Assistant City Clerk on the dais by
taking Commission actions/votes on agenda items in the Legistar program. The LSS is also called upon at
times during Commission meetings to input information into the For the Record (FTR) program which
creates a tile called Log Notes that are used to complete the Marked Agenda for Commission meetings.
The Log Notes are also used by the transcribers to correctly identify where minutes of a particular meeting
need to be placed. Once the transcribers have completed the verbatim minutes, the LSS reviews the
minutes for grammar, punctuation, and unintelligible references, and then informs the Assistant City Clerk
and City Clerk that the minutes are ready to be published to the Legislative Hub and the Granicus
webstreaming program.
I also work with the Records Systems Coordinator in regards to the administration and management of
documents associated with the Legislative Services Section. Part of this responsibility involves the
classification and filing of legislation, lobbyist registration forms, contracts, bid related documents, and
public records requests that fall under the General Records Schedule GS1-SL for State and Local
Government Agencies. The LSS also assists the Records Systems Coordinator with information that is used
to establish retention and disposition schedules for documents administered by the Legislative Services
Section. Additionally, I assist the Records Systems Coordinator with the important task of monitoring
records within the Legislative Services Section that contain information that is to remain confidential under
Florida State Statutes.
The LSS also drafts and monitors the City Clerk's budget that includes the tracking of general fund
expenditures and special revenue funds generated from lobbyist and passport operations. Extensive use of
the iMiami modules General Ledger and AP Inquiry are used to identify funds available for purchases from
various line item accounts, in addition to confirming payment of invoices for products purchased or
services rendered. As the LSS, I also draft all Transfer of Funds requests when funds need to be moved
from one line item account to another account. During the formulation of the upcoming fiscal year budget,
I work with the Assistant City Clerk in using the Budget Data Collection System (BDCS) to provide fund
requests to the Budget Director for review and approval.
In addition to maintaining the Office of the City Clerk's budget, the LSS also performs internal audits of
petty cash funds, collection of lobbyist registration fees, and the passport acceptance facility's application
execution fee. Internal audits entail the review and matching of cash receipts with cash receipt forms that
are submitted to the Finance Department for depositing. Internal audits are performed on a routine basis
to ensure that all funds are accounted for and that the procedures associated with these tasks are fully
complied with.
Finally, the LSS oversees public records requests submitted by the public and ensures that they are
completed by either providing the information requested, or forwarding the request to the correct
department for completion. I frequently use computer programs such as Legistar, Laserfiche, and
-Municode to complete public records -requests. The LSS must also be fully knowledgeable of Florida State
Statutes that govern public records requests, in addition to sections of the Miami City Code that outlines
charges to be assessed to public records requests.
One of the major accomplishments during my tenure as LSS that I take great pride in is the creation of a
telephone tree for the City Clerk's Office. Roughly 95% of the calls received in the City Clerk's Office were
either for County services, other departments within the City of Miami, or not related to the City of Miami
at all. The inordinate number of calls not related to the City Clerk's Office contributed to a significant
decrease in staff efficiency and morale. With this in mind, I designed a telephone tree that directed callers
to the correct source of information for their inquiry without impeding upon staff time and energy. The
telephone tree has been implemented with great success and has led to a significant increase in staff
productivity and morale.
