Thompson City Clerk CITY OF MIAMI NOVEMBER 2011 ESTIMATES REVISED TIMING OPTIONS FOR CITY OF MIAMI ELECTIONS THREE OPTIONS FOR FUTURE ELECTIONS 11/28 OFFICE OF THE CITY CLERK Submitted Into the public record in connection wi item at. 1 on 02/W /2. Priscilla A. Thompson City Cleik TIMING OPTIONS FOR CITY OF MIAMI ELECTIONS Option 1 Odd Year Election (Status quo) — This option leaves the City of Miami General Municipal Election on odd years with the Runoff Election date continued to be changed by City ordinance. Total Estimated Election Costs = $1,597,579 Comments: Section 7 of the City of Miami Charter schedules a Runoff election one week after the General Municipal Election. A period of one week is not a sufficient amount of time for the County Elections Department to conduct the Runoff process. The City Commission, by ordinance, historically has rescheduled the Runoff to two weeks after the General. A three-week period between the General and the Runoff elections, preferable for the County, would place the Runoff Election just before the Thanksgiving holiday. Option 2 Even year Election — This option piggybacks the City of Miami General Municipal Election with the County's Primary Election and piggybacks the City's Runoff Election with the County/State/Federal General Election. Total Estimated Election Costs = $266,163 + one-time referendum costs* Comments: This option would align the City General Municipal Election with the County's even - year August primary election and the City Runoff Election with the County's November General Election. It is the option that would provide the city with the highest cost savings. This option also lengthens the campaigning period for the Runoff Election from 2 week to a 12 week period. Option 3 Even year Election — This option piggybacks the City of Miami General Municipal Election with the County/State/Federal General Election and provides a Runoff Election within 2 (or 3) weeks afterwards. Total Estimated Election Costs = $764,652 + one-time referendum costs* Comments: This option piggybacks the City's General Municipal Election with the County's even - year General Election. The City's Runoff would then be a stand-alone either citywide, or one or more Commission districts. *A Charter Amendment Citywide referendum election would cost $777,408 standalone or $98,081 piggyback. 11/28 OFFICE OF THE CITY CLERK Submitted Into the public 7 record in connection with item II. / on 02 IOW/2_ Priscilla A.
