Mr. Patrick Goggins offered the following resolution and moved its adoption:
A RESOLUTION OF THE MIAMI PLANNING, ZONING AND APPEALS BOARD RECOMMENDING
APPROVAL WITH CONDITIONS TO THE MIAMI CITY COMMISSION, AMENDING THE ZONING
ATLAS OF ORDINANCE NO. 13114, AS AMENDED, BY CHANGING THE ZONING
CLASSIFICATION FROM "T3-R" SUB -URBAN AND "T5-O" URBAN CENTER TRANSECT ZONES
WITH A "VILLAGE WEST ISLAND AND CHARLES AVENUE NCD2" (NEIGHBORHOOD
CONSERVATION DISTRICT) OVERLAY, ("R-1" SINGLE FAMILY RESIDENTIAL AND "0" OFFICE
WITH AN "SD-28" VILLAGE WEST ISLAND SPECIAL OVERLAY DISTRICT AND "NCD-3"
COCONUT GROVE NEIGHBORHOOD CONSERVATION DISTRICT IN ZONING ORDINANCE NO.
11000, AS AMENDED) TO "T5-0" URBAN CENTER TRANSECT ZONE WITH A "VILLAGE WEST
ISLAND AND CHARLES AVENUE NCD2" (NEIGHBORHOOD CONSERVATION DISTRICT)
OVERLAY, AS DEPICTED IN "EXHIBIT B", ("SD-2" COCONUT GROVE CENTRAL COMMERCIAL
DISTRICT WITH AN "SD-28" VILLAGE WEST ISLAND SPECIAL OVERLAY DISTRICT AND "NCD-
3" COCONUT GROVE NEIGHBORHOOD CONSERVATION DISTRICT IN ZONING ORDINANCE
NO. 11000, AS AMENDED, AS DEPICTED IN "EXHIBIT C"), FOR THE PROPERTIES LOCATED
AT APPROXIMATELY 3361 HIBISCUS STREET; 3440, 3422, 3400, 3412 AND 3472 FLORIDA
AVENUE; 3415, 3441, 3461, 3485, 3495, 3475, 3401 AND 3471 GRAND AVENUE, MIAMI,
FLORIDA; LEGALLY DESCRIBED AS EXHIBIT "A" (HEREBY ATTACHED), PUBLIC RECORDS
OF MIAMI-DADE COUNTY, FLORIDA; THIS ZONING CHANGE WAS RECOMMENDED
APPROVAL SUBJECT TO THE FOLLOWING CONDITIONS AS DESCRIBED IN "EXHIBIT 1"
(HEREBY ATTACHED).

1. As displayed in the "Planning Department recommendations Miami 21 Zoning"
Map (hereby attached).
2. The proposed zoning change will not provide for an appropriate transition
between the higher permitted intensities and densities to the north and the
surrounding residential neighborhoods; therefore, the Planning and Zoning
Department recommends for Zoning Ordinance 11000 that the northern 25' of
the lots fronting Florida Avenue be designated R-1 with SD-28 and NCD-3
Overlays.
3. The Planning and Zoning Department recommends that all parcels fronting
Florida Avenue should be designated T4-O with NCD-2, except the northern
25' which will remain T3-R with NCD-2 in the Miami 21 Zoning Atlas.
4. No development may exceed the densities or intensities permitted in
Ordinance No. 10544, as amended, the Future Land Use Map of the Miami
Comprehensive Neighborhood Plan.
