Purpose of Item:
The nature of this item is to establish non-exclusive commercial solid waste franchise agreements
with additional qualified proposers, as authorized per Resolution 10-0419 and Section 2.29 of
Request for Qualifications (RFQ) 222246 to provide Commercial Solid Waste Hauling Services,
within the City of Miami for an initial contract period of five (5) years with options to renew for three
(3) additional one year periods.

Background Information (Continued)....
On. September 23, 2010, the Miami City Commission adopted Resolution No. 10-0419, accepting the
responses from twenty-two (22) qualified proposers and further authorized the City Manager to execute
Non -Exclusive Commercial Solid Waste Franchise Agreements with all proposers. Said resolution
further authorized the City to add additional qualified proposers in the event any of the franchisees were
cancelled, terminated, or the franchisees otherwise ceased to do business or provide adequate service
within the City.
Effective March 1, 2011 and May 24, 2011, four (4) out of the twenty-two (22) initially qualified
proposers were deemed in default of their contractual obligation and the City, through action taken by
the Purchasing Department, voided the acceptance of the Proposer's response. As such, only eighteen
(18) qualified proposers are now left.
As authorized per Resolution No. 10-0419 and pursuant to Section 2.29 of Request for Qualifications
(RFQ) 222246, on May 27, 2011, the Purchasing Department issued on-line Invitation for Quotation
(IFQ) 273256 in order to qualify additional proposers to provide Commercial Solid Waste Hauling
Services to commercial establishments and multifamily residences within the City of Miami. On June
30, 2011, the Purchasing Department received a total of three (3) hardcopy responses. The Purchasing
Department performed its due diligence in reviewing all the responses submitted and has revised the list
of the various qualified proposers, as identified on "Exhibit A" to identify the proposers removed and
added. Upon approval by the City Commission, the City Manager will execute non-exclusive franchise
agreements with the additional qualified proposers for an initial contract period of five (5) years with
options to renew for three (3) additional one (1) year periods.
