SCHOOLS' 2012 STATE LEGISLATIVE PRIORITIES; DIRECTING THE CITY CLERK TO TRANSMITA COPY OF THIS RESOLUTION TO THE OFFICIALS DESIGNATED HEREIN. WHEREAS, the Florida Constitution states that the education of children is a fundamental value of the people of Florida and a paramount duty of the State; and WHEREAS, the Florida Constitution creates a clear mandate for a uniform and high -quality education system and for the State to make adequate provisions for this purpose; and WHEREAS, the School Board of Miami -Dade County, Florida, has experienced significant budget reductions of nearly $2 billion in the last five years; and WHEREAS, Florida employers consistently rank improving education and workforce development as top priorities for the success of their businesses, and recognize that a highly -qualified, trained workforce is critical to strengthening the State's business climate; and WHEREAS, the Florida education system needs to respond to the workforce needs of the State's employers providing programs that expand career academies in high schools, align career education with industry standards and workforce demands, and expand options for students to continue their education and enter the workforce; and WHEREAS, Florida's Pre-K-20 education system is the foundation for the State's future, and it must provide the workforce talent base for economic diversification and a strong economic engine for the knowledge -based economy; and WHEREAS, Florida should continue to move its education system at all levels, Pre-K-20, into the top quartile in education quality, student rankings and graduation rates based on national standards; and WHEREAS, the City of Miami ("City") believes that funding a high -quality education system is an investment in our State and in our community, so we may compete in the national and global marketplaces; and WHEREAS, the City believes that adequate funding is needed to achieve a high -quality education system measured by gains in student achievement; and WHEREAS the City supports the Miami -Dade County Public ls' Schoolegislapve pnonties, and,,. >n requests the'Flor:;da Legislature to: City of Miami Page 1 of 2 File Id: 11-01116 (Version: 1) Printed On: 12/1/2011 File Number.' 11-01116 • Hold school district operational funding harmless from the impact of State, local and federal revenue decreases and budget shortfalls; and • Support the continued practice of co -enrollment and the modification of its accountability; and • Support providing state funding and local solutions to meet Miami -Dade County Public Schools' deferred capital outlay needs. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The Miami City Commission supports the Miami -Dade Public Schools' 2012 State Legislative priorities as stated herein. Section 3. The City Clerk is directed to transmit a copy of this resolution to the members of the Miami -Dade County School Board and the members of the Florida Legislature. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{1} APPROVED AS TO FORM AND CORRECTNESS:/ JULIE O. BR CITY ATTORNEY Footnotes: {1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
