Department of CoirimunitY Developmept currently implements the follOwing incentive strategies for affordable, housing which- are, consistant with the provisions in Miami 21: . . . Expedited 1)cm-lifting. 2. Reduction of Parking and Setback Requirenients. 3. Impact -Fee Deferral / Waiver. 4. Allowance of Flexibility in Densities and Intensities; i.e. FAR 5. Review of Legislation, Policies and Plans that Impact Affbrdable } lousing. Effect February 21, 2008, the AllAC by virtue of Rule 67-317.010 must approve the local affordable housing incentive strategy recommendations every three years. DEPARTMENTAL RECOMMENDATION In compliance with Rule 67-317:010 the Department of Community Development respectfully requests the approval of the existing affordable housing incentive strategics currently implemented. 'he approved recommendation will be submitted to the City of Miami C:omrnission on. December 13, 2011 for affirmation or consideration, in case a new incentive is recommended. D Chief Final Approvals (SIGN AND DATE) rage 1 Ell I AGENDA ITEM SUMMARY FORM CONTINUED Background Information: Pursuant to Resolution No. 00-867, adopted September 28, 2000, the City Commission approved the establishment of a Housing and Commercial Loan Committee ("HCLC") with authority to approve certain housing and commercial loans and/or grants to be provided by the City through various state and federal funding sources. The authority and composition of the Housing and Commercial Loan Committee was amended by the City Commission by Resolution 02-14, adopted January 10, 2002, Resolution No. 03-993, adopted September 11, 2002, and Resolution 04-0156, adopted March 11, 2004; and Ordinance No. 13030 adopted on October 16, 2008. The HCLC serves as the City of Miami's Affordable Housing Advisory Committee ("AHAC") as required by F.S. Chapter 420.9072. The HCLC's role as an advisory committee is to review the established policies and procedures, ordinances, land development regulations and the adopted local government comprehensive plan and to recommend specific actions by F.S. 420.9076. Effective February 21, 2008 the AHAC, in compliance with Rule 67-371.010, must approve the affordable housing incentive strategy recommendations every three years. On November 7, 2008, the HCLC recommended continuing the following affordable housing incentive strategies which are currently offered by the City: Expedited permitting; Reduction Parking and Setback requirements; Impact -Fee Deferral; Review of Legislation, Policies and Plans that impact Affordable Housing. The HCLC is also recommending the adoption of the following new incentives: Allow Flexibility in Densities and Intensities; Add Height to the reduction in parking and setback requirements, Allow the Planning and Zoning Directors to administratively approve all affordable housing incentives. The Administration recommends the approval of the affordable housing incentives strategies as recommended by the HCLC.
