The City of Miami Department of Community Development will hold a public hearing on Thursday, December 8, 2011 at 9:00 a.m.
at City Commission Chambers, 3500 Pan American Drive, Miami, FL 33133, to provide the public an opportunity to comment on
funding amendments affecting the City's annual Action Plan for US Department of Housing & Urban Development (HUD) programs.
The proposed amendment(s) and respective description(s) can be found at: www.miamigov.com/communitvdevelopment.
The adoption of an Ordinance or Resolution, by the City Commission, related to the proposed amendment(s), authorizes the City
Manager to draft/amend the appropriate City of Miami Annual Action Plan. Certain item(s) may be available for public comment and
review for a period of no less than 30 days. The review and comment period begins on Tuesday, November 8, 2011 and ends on
Wednesday, December 7, 2011. The proposed amendment(s) will be presented to the City Commission for approval on Thursday,
December 8, 2011. Draft copies will be available at the City of Miami Department of Community Development office located at 444
SW 2"d AVE, 2 Floor, Miami, FL 33130 (CD Address). Comments to amendment(s) must be submitted in writing to the CD Address,
Attn: Natasha T. Bordes, and must be received no later than December 7, 2011. Interested individuals are encouraged to attend this
Public Hearing. The meeting site is accessible to the handicapped. Requests for special accommodations may be directed at 305-
416-2080 no later than three (3) business days prior to the public hearing date.

Federal regulations governing CDBG and other HUD programs require that a participating jurisdiction provide citizens with reasonable notice of
and an opportunity to comment on any new allocation and/ or amendment of HUD programs. In addition, the public is advised of the proposed
new allocation(s)/ amendment(s) to the funding of the City program(s) as indicated below:` t t
Discussion and Proposed Resolutions authorizing the acceptance, allocation, and/or transfer of funds for the following agenda Items:" t t
1. Discussion and Proposed Resolution accepting Program Year ("PY") 2012-2013, United States Department of Housing and Urban
Development ("HUD") Entitlement Grant funds under the following programs: (a) Community Development Block Grant ("CDBG"):
$7,503,156; (b) Home Investment Partnerships ("HOME"): $4,409,501; (c) Housing Opportunities for Persons with AIDS ("HOPWA"):
$12,498,939; (d) Emergency Shelter Grant ("ESG"): $362,639; for the total projected amount of $24,774,235,
2. Discussion and proposed resolution accepting PY 2012-2013, Section 8 Housing Program funds, in the total amount of $4,244,682 for rental
assistance, and in the amount of $485,000 for program administration, for the total amount of $4,729,682.
3. Discussion and proposed resolution authorizing the allocation of PY 2012-2013 HOME funds in the total projected amount of $4,409,501 in
the following categories: $440,950 for program administration, $1,000,000 for First Time Homebuyer activities and $2,968,551 for all other
housing programs.
4. Discussion and proposed resolution authorizing the allocation of PY 2012-2013 ESG funds in the total projected amount of $362,639 as
follows: $10,879 for program administration; $351,760 to the City of Miami Neighborhood Enhancement Team, Homeless Programs.
5. Discussion and proposed resolution authorizing the allocation of PY 2012-2013 CDBG funds, in the total projected amount of $7,503,156 in
the following categories: $1,500,631 for program administration, $1,125,473 for Public Services, $3,657,051 for Economic Development,
$670,000 to the City of Miami Department of Code Enforcement, and $550,000 for the repayment of Section 108 loans.
6. Discussion and proposed resolution authorizing the allocation of PY 2012-2013 CDBG funds in the total projected amount of $3,657,051, in
the Economic Development category, to the agencies specified below:

10. Discussion and proposed resolution approving the acceptance of the conveyance of the property located at 6020 Northwest 15`h Avenue
from Miami Dream Homes Investment Group, Inc. to the City of Miami.
