..Title A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENTS, ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED: " FISCAL YEAR 2011 COPS HIRING PROGRAM," CONSISTING OF A GRANT AWARD FROM THE U.S. DEPARTMENT OF JUSTICE, OFFICE OF COMMUNITY ORIENTED POLICING SERVICES (COPS), IN THE AMOUNT OF $5,786,825, TO PROVIDE FUNDING FOR THE REHIRING OF POLICE OFFICERS; AUTHORIZING THE CITY MANAGER TO EXECUTE THE GRANT AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, AND ANY OTHER DOCUMENTS IN ORDER TO IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF SAID GRANT AWARD. ..Body WHEREAS, the City of Miami submitted a grant application to the U. S. Department of Justice, Office of Community Oriented Policing Services, to hire 50 officers; and WHEREAS, on October 4, 2011, the City received notification that said application was approved for funding and awarded a grant in an amount not to exceed $5,786,825, in federal funds over a three-year grant period, towards thesalaries and fringe benefits of up to 25 rehire officers; and WHEREAS, it is intended that the City of Miami will be requesting modification to said award to convert this grant from one authorizing the rehiring of police officer to one of hiring new police officers; and WHEREAS, this award does not require any local match,but the City must retain the funded positions for at least one year after the grant ends; and WHEREAS, it would be appropriate for the City Manager to accept said grant and to establish a special revenue fund for the appropriation of said award; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The following new Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: COPS Hiring Program Grant #2011 ULWX0010 RESOURCES: U. S. Department of Justice, Office of Community Oriented Policing Services $5,786,825.00 APPROPRIATIONS: COPS Hiring Program $5,786,825.00 Section 3. The City Manager is authorized {1} to accept said grant award and execute the necessary documents, in substantially the attached form, to implement acceptance of said grant, ©/1aO -- la1-/C711 Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2) APPROVED AS TO FORM AND CORRECTNESS: JULIE O. BRU CITY ATTORNEY ..Footnotes {1) The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
