Project entitled: " Fiscal Year 2011 COPS Hiring Program," consisting of a grant award from the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS), in the amount of $5,786,825, to provide funding for the rehiring of police officers; authorizing the City Manager to execute the grant agreement, in substantially the attached form, and any other documents in order to implement the acceptance and administration of said grant award. Department of Justice. In order to officially accept this gnart, all award documents must be properly signed by City officials and returned to the COPS C)ffioexvithin SO days from the date of notification. This gives the City of Miami until at the latest December 2Sm . 2011 to comply, with all requirements for acceptance. Because there will only be two more Commission meetings before this deod|ine. Please note that failure to comply with the stipulated deadline may result in the loss ofgrant funding. At the time ofapplication, due toits economic conditions, the City was projecting a $54million dollars budget deficit for the upcoming 2O11'12fiscal year. Given this ocenario, it was anticipated that that there could be potential for lay off mfpo|ice uffiomrs as was experienced in fiscal year 2009-10, when the City was faced with a $118 million dollar budget deficit and the possibility ofCity-wide lay-offs with asmany os177officers subject to|ay'mff.some Vfwhich. had actually received their termination notice. This situation prompted the need tVask for a change inthe funding category under the 2009 COPS Hiring Grant awarded the City ofMiami from new hires to rehires in an attempt to save officers'jobs that were scheduled to be laid off in FY2009-10. |naDeffort UJbe proactive and without knowing inadvance Oyintervention, the COPS Hiring grant application requested $11.573.65Ofunding tnrehire 5Opolice officers and was awarded $5.786.825for the purpose ofrehiring 25police officers. This funding will cover the entry level salaries and allowable fringe benefits for 25officers for mthree-year period. In lieu of no |mv-offa, the grant funds are no longer required to rehire officers and this necessitates a need to request a grant modification to allow the monies tobeused to hire new officers; bovxmwer before we can proceed with said request, the Department of Justice (grantor) requires.that the City of N1iorni (awarded agency)firnt accept the ovvmnjmd grant prior to requesting amodification.
