Agreement - Belafonte TacolcyCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO : FROM: Johnny Martinez City Manager ZU4- Ernest W. 4urkeen, Director Departmet of Parks and Recreation October 6, 2011 DATE : FILE : SUBJECT: REFERENCES: ENCLOSURES: Authorizing an Agreement with Belafonte Tacolcy Center, Inc. a Florida not -for profit Organization (BTC) The Department of Parks and Recreation respectfully requests your approval and action of the Miami City Commission by a 4/5ths affirmative vote, after an advertised public hearing, ratifying, approving and confiuuiing the City Manager's recommendation, and finding that competitive negotiation methods are not practicable or advantageous regarding the agreement for sports development programs and activities described below. The Department respectfully requests such recommendation, finding, and authorization in order to proceed with executing an agreement, in the amount of $86,675 with an option to renew for a one (1) year period for the same amount and under the same terms and conditions, to the Belafonte Tacolcy Center, Inc. a Florida not -for profit corporation (BTC), to operate the Sports Development Program at Belafonte Tacolcy Park, which provides structured recreational/sports activities, team sports and cultural awareness workshops to enhance the quality of life of the young adults in the Liberty City neighborhood and community, for the 2011-2012program year. The existing agreement with BTC expired September 30th, 2011. The normal contract period is from m October 1st to September 30th of each year. During the previous years, BTC has demonstrated its qualifications and capacity to serve the City through the following: 1. Operating a T-ball/baseball program for younger children from march to june of every year. 2. Operating a basketball league for children from 5 to 17 years of age, from December to March of every year. 3. Operating a football league and cheerleading for children 4 to 15, from June to December of every year. 4. Operating a track and field program for ages 4 to 17, from February to August of every year. 5. Providing special sports events at least two times a . year, serving approximately 500 youth. For the reasons stated above, as required by Section 18-86(3)(c) of the Code of the City of Miami, the Department of Parks and Recreation (1) recommends that an agreement for the 2011-2012 contract year be awarded to BTC, which is qualified and has been providing said services described above for many years, and (2) finds that competitive negotiated methods are not practicable or advantageous for obtaining a provider of said sports Development programs and workshops at Belafonte Tacolcy Park. If these recommendations and findings meet with your approval, please indicate by signing below.
