Purpose of Item: To respectfully request approval of the attached resolution, by a four -fifths (4/5ths) affirmative vote, after .a duly noticed public.hearing, ratifying, approving and confirming the City Manager's finding that it is most advantageous for the. City of Miami to waive competitive sealed bidding procedures, pursuant to Section 18-85(a) of the City Code of Ordinances; authorizing City Manager to negotiate and execute a Professional Services Agreement with CIGNA, the current Provider, for a contract term of January 1, 2012, to January 1, .2014, for the administrationof the. City's Employee Benefits Health Plan, in an amount not to exceed $1,355,743 per year for the 2 year contract term for the Administrative Services Only (ASO) contract. Funds are to be allocated from the City's Risk Management Budget account code 05002.301001.523000.0000.00000. BackgroundInformation: The Risk Management Department procured through the Purchasing Department a Request for Proposals (RFP): No. 03-04-066 issued on April 5, 2004 a qualified and experiencedcompany. to provide adrninistration .services for the City's Employee Benefits Healthcare Plan. In order to continue the administration services for the Employee Benefits Healthcare plan and to avoid undue hardship to the City's employees; and to the advantage of the City of Miami, the City Manager has determine that it is necessary to waive competitive bidding procedures pursuant to Section 18-85(a) of the City Code of Ordinances in this matter and to negotiate and execute a Professional Services Agreement with CIGNA for a contract period of January 1, 2012, to January 1, 2014, in an amount not to exceed $1,355,743 per year for the Administrative Services Only (ASO) portion of the Employee Benefit Health Plan.
