HomeMy WebLinkAboutR-11-0444City of Miami Legislation Resolution: R-11-0444 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 11-00851 Final Action Date: 10/27/2011 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO ACCEPTA REIMBURSEMENT GRANT FROM THE SOUTH FLORIDA WORKFORCE INVESTMENT BOARD ("SFWIB"), IN THE AMOUNT OF $1,488,206, FOR PROGRAMMATIC AND OPERATING EXPENDITURES AND $790,042 FOR A JOB TRAINING PROGRAM, FOR A TOTAL AMOUNT OF $2,278,248, FOR THE ESTABLISHMENT OF A NEW ONE STOP WORKFORCE CENTER ("CENTER") AT THE LINDSEY HOPKINS EDUCATIONAL FACILITY ("FACILITY"), AND A REIMBURSABLE GRANT FROM SFWIB IN THE AMOUNT OF $50,000, FOR THE RENOVATION AND IMPROVEMENTS TO THE FACILITY; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT WITH SFWIB AND TO EXECUTE ALL OTHER NECESSARY DOCUMENTS, AFTER CONSULTATION WITH THE CITY ATTORNEY, TO IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH THE GRANT AWARDS; FURTHER AUTHORIZING THE ALLOCATION OF FUNDS IN AN AMOUNT NOT TO EXCEED $50,000, FROM THE SPECIAL REVENUE FUND ENTITLED "ACCESS MIAMI" TO UNDERWRITE EXPENSES RESULTING FROM THE ESTABLISHMENT AND OPERATION OF THE CENTER NOT COVERED UNDER THE GRANTS; AND FURTHER AUTHORIZING UP TO THIRTY (30) GRANT FUNDED POSITIONS IN THE OFFICE OF GRANTS ADMINISTRATION AND SUSTAINABLE INITIATIVES. WHEREAS, according to the United States Bureau of Labor Statistics, the unemployment rate for the City of Miami ("City") was determined to be at 11.8% as of June 2011; and WHEREAS, the Mayor and City Commission seek to take proactive steps to counter this lagging employment indicator and alleviate the hardship experienced by many of the City residents; and WHEREAS, the Mayor and City Commission seek to establish a new comprehensive workforce center and bring added employment and training resources to the community; and WHEREAS, the South Florida Workforce Investment Board ("SFWIB") seeks to partner with the City to establish a new One -Stop Workforce Career Center ("Center") and has awarded the City a reimbursement grant, in the amount of $1,488,206 for the Center's operational and administrative expenditures and $790,042 for a job training program, totaling $2,278,248, for a period commencing with the grant acceptance and ending July 31, 2012, with the option to renew for two (2) additional one (1) year terms on the same terms; and WHEREAS, the City will establish the Center at the Lindsey Hopkins Educational Facility ("Facility") located at 750 Northwest 20 Street, Miami, Florida, and will enter into a Revocable License Agreement with Miami -Dade County Public Schools for said purpose; and City of Miami Page 1 of 3 File Id: 11-00851 (Version: 1) Printed On: 10/20/2017 File Number: 11-00851 Enactment Number: R-11-0444 WHEREAS, SFWIB has awarded the City an additional reimbursement grant, in the amount of $50,000 for the improvements and renovation of the Facility; and WHEREAS, the City Commission authorizes the allocation of funds not to exceed $50,000 from the Special Revenue fund entitled "ACCESS Miami" to underwrite expenses not covered by the grant resulting from the establishment and operation of the Center; and WHEREAS, the City Commission authorizes up to thirty (30) grant funded positions in the Office of Grants Administration and Sustainable Initiatives; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized{1} to accept a reimbursement grant from SFWIB, in the amount of $1,488,206 for the Center's operational and administrative expenditures and $790,042 for a job training program, totaling $2,278,248, for a period commencing with the grant acceptance and ending July 31, 2012, with the option to renew for two (2) additional one (1) year terms on the same terms. Section 3. The allocation of funds, in an amount not to exceed $50,000, from the Special Revenue Fund entitled "ACCESS Miami" to underwrite expenses not covered by the grants resulting from the establishment and operation of the Center, is authorized. Section 4. The City Manager is further authorized {1} to accept a reimbursement grant from SFWIB, in the amount of $50,000 for the improvements and renovation of the Facility. Section 5. The City Manager is authorized {1} to negotiate and execute all agreements, amendments and documents necessary for said purpose, in a form acceptable to the City Attorney, and establish the operation and administration of the new Center. Section 6. Up to thirty (30) grant funded positions in the Office of Grants Administration and Sustainable Initiatives, is authorized. Section 7. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} Footnotes: City of Miami Page 2 of 3 File Id: 11-00851 (Version: 1) Printed On: 10/20/2017 File Number: 11-00851 Enactment Number: R-11-0444 {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
