Thompson City Clerk Date: September 28, 2011 Subject: Homeland Defense/Neighborhood Improvement Bond Program Oversight Board References: October 13, 2011 Agenda Enclosures: List of members The Homeland Defense/Neighborhood Improvement Bond Program Oversight Board was created (1) to serve in an advisory capacity to the City Commission related to the monitoring of the resources derived from the issuance of general obligation bonds, approved by the electorate on November 13, 2001, for homeland defense preparedness and neighborhood improvements and enhancements for projects other than those specifically identified by the City Administration and set forth in informational pamphlets and media releases distributed to the public prior to said election; (2) to identify projects related to historic preservation and improvements for public safety, parks and recreation, and quality of life issues (greenways, street paving drainage, sidewalks and lighting); (3) to recommend amount of funding to be dedicated for each improvement or project; (4) to monitor each project's status for efficient use of allocated funding; (5) to expedite the development of the following projects identified as priorities by the City Commission; (a) a state of the art training facility for City of Miami Police and Fire personnel; (b) the Little Haiti Park; and (c) City-wide road and sidewalk repairs. Six (6) appointments are needed at this time. • Vice Chairman Frank Carollo has two (2) nominations for seats currently held by: 1. Nelson Victor Alvarado, incumbent, whose term expires on October 28, 2011. 2. Rolando Aedo, incumbent, whose term expired on July 8, 2010, has served since April 10, 2003 and exceeded the number of allowed absences (6 in 2010, and 5 in 2011), requires term waiver by a unanimous (5/5ths) affirmative vote of the Commission, and a 4/5ths waiver of attendance. • Commissioner Francis Suarez has two (2) nominations for seats currently held by: 1. Omar Travieso, incumbent, whose term expires on October 28, 2011. 2. Ricardo Lambert, incumbent, whose term expired on July 8, 2010.1. * This item was continued from February 11, 2010, March 11, 2010, April 8, 2010, June 10, 2010, July 8, 2010, September 16, 2010, October 14, 2010, October 28, 2010, November 18, 2010, January 13, 2011, February 10, 2011, March 10, 2011, April 14, 2011, May 12, 2011, June 9, 2011, and July 14, 2011 Commission meetings. Albena Sumner, incumbent, whose term expires on May 12, 2012. 2. Eileen Broton, incumbent, whose term expires on March 10, 2012. For your convenience, we have included a copy of the current membership list of the board. By copy of this memorandum, we are requesting the Agenda Office to place this issue on the October 13, 2011 Commission agenda.
