Attached please find the public hearing notice for a waiver of the requirements for competitive
sealed bidding procedures for the purchase of Upgrades and Maintenance to the First -In Fire
Station Alerting System from Westnet, Inc., the sole source provider of this equipment, for the
Department of Fire -Rescue. This item is scheduled for the City Commission meeting of

NOTICE OF PUBLIC HEARING
A public hearing will be held by the City Commission of the City of Miami, Florida on
October 13, 2011 at 9:00 a.m. in the City Commission Chambers at City Hall, 3500 Pan
American Drive, Miami, Florida, for the purpose of waiving the requirements of obtaining
competitive sealed bids for the sole source purchase of upgrades to the software
currently used to activate the First -In Fire Station Alerting System for all City of Miami
Fire Stations and upgrades to the First -In Fire Station Alerting System of Fire Station #1
and #3, including a five (5) year Services Agreement for the provision of On -Site
Maintenance and Toll Free Technical Support for the First -In Fire Station Alerting
System of all the City of Miami Fire Stations from Westnet, Inc., a Non -Local vendor,
located at 16581 Burke Lane, Huntington Beach, CA 92647, in an amount for all
upgrades and the Services Agreement of $696,246.32, with a total contingency reserve
of $76,000, for a total contract amount not to exceed $772,246.32.
Inquiries from other potential sources of such a product who feel that they might be able
to satisfy the City's requirement for this item may contact Yusbel Gonzalez, City of Miami
Department of Purchasing, at (305) 416-1958.
All interested persons are invited to appear and may be heard concerning such
proposed acquisition. Should any person desire to appeal any decision of the City
Commission with respect to any matter considered at this hearing, that person shall
ensure that a verbatim record of the proceedings is made, including all testimony and
evidence upon which any appeal may be based (F.S.286.0105).
In accordance with the Americans with Disabilities Act of 1990, persons needing special
accommodations to participate in this proceeding may contact the Office of the City
