The code requires that a new building/construction who request water service shall install, as required, a water main along one entire boundary line of said property which actually abuts a public road or street. Said Developer/property owner may also be required to install additional water mains as the department may deem necessary to promote the public interest and the orderly development of a county- wide water system. Please note, some water mains or upgrades are required to meet the Fire Department's needs for fire protection. In response to your questions, 1) We are wondering if the full burden/cost rests with first developer to pay for the full connection: The first Developer/Owner is responsible for constructing the required water main based on the requirements of the area. There are other fees such as the connection charges (also known as cc's) that are calculated specifically for the project (based on the gallonage per daily proposed use) and must be paid prior to WASD release the Verification Form. There are also construction connection charges (ccc's) that are monies WASD will reimburse a Developer/Owner if a main was constructed and a new project connects to that existing water main. These fees are prorated, collected and returned to the original installer (Developer/Owner) that installed the water main. However, if another Developer connects and extends a water main, no credit issued to the installer. The 21'd developer will then be required to extend the water main to cover the entire frontage of his property/project. Specifically, those connections required when a new development is being permitted or an existing business is expanding and and there is no county W&S lateral line to connect within a specified distance. In these cases, �� G076.0- Commi ss; oher &rr)off - Cmai 1 From W11513 the Developer is required to not only connect from their location to a lateral but provide the lateral that connects to the next closest W&S main line. (This connection can result in quite a higher expense, it some cases making unfeasible.) We are wondering if the full burden/cost rests with first developer to pay for the full connection; even if down the road another business opens that will be required to connect to the lateral that the original business owner installed. It's been mentioned that when a new business connects, this business may now have to pay a prorated amount which could be reimburse the original developer since they are "piggy -backing" on the lateral the first developer installed? (thus a change in the Code) Pls let me know if you need further clarification. I apologize however we have commission tomorrow in which this may be a question.
