A RESOLUTION OF MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING THE TOTAL ANNUAL BUDGET FOR THE CIVILIAN INVESTIGATIVE
PANEL, IN THE AMOUNT OF $464,000, FOR THE FISCAL YEAR COMMENCING
OCTOBER 1, 2011 AND ENDING SEPTEMBER 30, 2012.
WHEREAS, the City of Miami Civilian Investigative Panel ("CIP") serves as an independent
citizens' oversight with authority to conduct investigations related to allegations of police misconduct,
review policies of the Department of Police and is empowered to issue subpoenas for police
misconduct investigations; and
WHEREAS, Section 11.5-10 of Code of the City of Miami, Florida, as amended, requires that
a budget pertaining to the management, operations, maintenance and capital expenditures for the
CIP, be approved by the City Commission; and
WHEREAS, the City Commission approved the reorganization of CIP staff to include the hiring
of two additional investigators; and
WHEREAS, the CIP submits the attached budget request in the amount of $464,000, to
conduct the functions of the CIP for the Fiscal Year commencing October 1, 2011 and ending
September 30, 2012; and
WHEREAS, the total sum of $464,000 to be appropriated for Fiscal Year 2012, will include
such CIP fund balances as were carried forward as of the end of Fiscal Year 2010 and any unused
funds from Fiscal Year 2011, with the remaining sum to be appropriated from the General Fund,
without any set -asides for obligations arising from the vacation of leased premises at 155 South
Miami Avenue, PH!B, Miami, Florida;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
incorporated as if fully set forth in this Section.
Section 2. The total annual budget for the CIP, for the Fiscal Year commencing October 1,
2011 and ending September 30, 2012, attached and incorporated, is approved.
Section 3. This Resolution shall be effective immediately upon its adoption and signature of
the Mayor. {1}

Footnotes:
{1} if the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
