Chief Procurement Officer City Manager Mr. Jessie Garcia International Uniforms, Inc. 4000 NW 29 Street Miami, FL 33142 February 22, 2011 SENT VIA EMAIL AND FAX RE: Response to Invitation for Bid (IFB) 239226 Firefighter Boots and Helmets Dear Mr. Garcia, The City of Miami has completed the evaluation of your bid response to IFB 239226 for Firefighter Boots and Helmets. Based upon our evaluation, your bid response has been deemed non -responsive. Pursuant to Section 2.20, NO SUBSTITUTION, the following requirement is stated: When "No Substitution" is used in combination with a manufacturer's name, brand name and/or model number that named item is the only item that will be accepted by the City. Although the line item descriptions under Group 1: Firefighter Boots of the IFB included the phrase "NO SUBSTITUTION", your bid response listed a manufacturer name and model number different than the one listed in the IFB. As such, your bid response has been deemed non -responsive for failure to follow "the requirements of the formal solicitation", as stated in Section 1.28, DETERMINATION OF RESPONSIVENESS: Each Response will be reviewed to determine if it is responsive to the submission requirements outlined in the Formal Solicitation. A "responsive" response is one which follows the requirements of the formal solicitation, includes all documentation, is submitted in the format outlined in the formal solicitation, is of timely submission, and has appropriate signatures as required on each document. Failure to comply with these requirements may deem a Response non -responsive. Your interest in doing business with the City of Miami is always appreciated.
