A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE FUNDING OF THE POLICE ATHLETIC LEAGUE PROGRAM,
TO ASSIST WITH EXPENSES RELATED TO THE OPERATION OF THE
PROGRAM, IN AN AMOUNT NOT TO EXCEED $200,000; ALLOCATING FUNDS
FROM THE LAW ENFORCEMENT TRUST FUND, AWARD NO. 1169, PROJECT
NO. 19-690001, AND ACCOUNT CODE NO. 12500.191602.883000.0000, WITH
SUCH EXPENDITURES HAVING BEEN APPROVED BY THE CHIEF OF POLICE
AS COMPLYING WITH SECTION 932.7055, FLORIDA STATUTES, AS AMENDED.
WHEREAS, Section 932.7055, Florida Statutes, as amended, authorizes the expenditure of
forfeiture cash or proceeds for certain law enforcement purposes not considered normal operating
expenses; and
WHEREAS, the City of Miami's ("City's") Department of Police, through the Police Athletic
League ("PAL"), is committed to the education and development of the youth of our community; and
WHEREAS, the program focuses on the prevention of juvenile delinquency through the use of
athletic and educational activities; and
WHEREAS, PAL requires funding to assist with the expenses related to staffing and the
purchase of participants' uniforms, equipment needed for recreational activities, and educational
supplies, as well as to cover other expenses associated with the PAL program, as described in the
memorandum of April 29, 2011, attached as Exhibit "A"; and
WHEREAS, funds for this program have not been included in the City's Department of Police
normal operating budget and are available in the City's Law Enforcement Trust Fund; and
WHEREAS, the Chief of Police has recommended adoption of this resolution and has
determined that the expenditures proposed comply with the Section 932.7055, Florida Statutes, as
amended; and
WHEREAS, pursuant to the provisions of Section 932.7055, Florida Statutes, as amended, the
recipient, PAL shall: 1) certify that funds appropriated will be used lawfully and for the purpose stated;
2) maintain proper accounting records for the expenditure of such monies; and, 3) provide any reports,
including but not limited to audit reports, as may be required by the City or applicable law;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.

Section 2. The funding of the PAL Program, to assist with expenses related to the operation of
the program, in an amount not to exceed $200,000, is authorized, with funds allocated from the Law
Enforcement Trust Fund, Award No. 1169, Project No. 19-690001, and Account Code No.
12500.191602.883000.0000, with such expenditures having been approved by the Chief of Police as
complying with Section 932.7055, Florida Statutes, as amended.
Section 3. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor{1}

{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
