The subject site which consists of nine (9) contiguous parcels„ is bounded by NW 12t1i Street on the north, NW 11th Terrace on the south, NW 1st Court on the west and NW 1st Avenue on the east. At build -out the City Center shall consist of: two (2) twenty six floor towers, a seven (7) story linear building and associated structural parking facilities to serve the development. An off -site drainage system does exist within the abutting rights -of -way. Page 3 Proposed Drainage System The drainage system for the proposed development may consist of catch basins and exfiltration trenches to facilitate onsite disposal of stone water runoff. The 5- year, 24-hour design stone event will be used to design the storm water management system, in accordance with Section D-4, "Water Control", of Part 2 of the Miami -Dade County Public Works Manual. Based on preliminary estimates, it is anticipated that approximately 300 LF of exfiltration trench will provide sufficient capacity to dispose of the additional 5- year 24-hour design stone water runoff generated by the proposed redevelopment. This preliminary estimate is based upon a 220 LF per acre assumption which may vary substantially upon execution of an onsite geotechnical study. This also assumes that exfiltration trench currently exists onsite, in sufficient quantities to dispose of the 5-year, 24 hour run off generated by the existing buildings and impervious areas. The final drainage design for the project should be in conformance with the requirements of the Miami -Dade County DERM Water Control Section, Florida Department of Environmental Protection, and other local, state and federal regulatory agencies having jurisdiction over the project. Flood Criteria The proposed project site grade elevations will be designed to meet floodplain management criteria according to Federal, State, Miami -Dade County and City of Miami standards as follows: The subject property is located in PANEL 312 of COMMUNITY -PANEL NUMBER 12086C0312L of the Flood Insurance Rate Map (FIRM). According to the National Flood Insurance Program, the property is located within Flood Zone X. According to FEMA, properties with a Flood Zone X designation, lie outside the limits of the 500-year flood plain and hence are subject to minimal flood hazard. Miami -Dade County Flood Criteria elevation is estimated to be 6.0-feet NGVD. This will be used to determine proposed minimum site grade elevations. The average October ground water table elevation is estimated to be 2.0-feet NGVD. This will be used as the control water elevation for stormwater management calculations (Source: Miami -Dade County Public Works Manual, Volume II — Design Standard Detail WC 2-2). Page 4 Copies of the Flood Maps for the subject site have been provided in Appendix C. II: Water Distribution System Per the MDWASD water atlas sheet (F-13) provided by MDWASD, a 6-inch water main is located along the northern and western limits of the property on NW 12th Street and NW of 1st Court. A 2-inch water main is housed within the right-of-way of NW 11t1' Terrace and NW 1st Avenue, extending the full length of the property. A copy of the water atlas sheet for the subject site has been provided in Appendix A. MSWASD may request the installation of a 12-inch watennain within the right- of-way of at least one of the streets abutting the subject property. There is an existing fire hydrant on the west side of NW 1st Court. It is likely that MDWASD may request the installation of additional fire hydrants within the vicinity of the proposed development. A final determination of the points of the connection and requirements will not be provided by the MDWASD until a Development Infoiivation Form and Water & Sewer Agreement is requested by the owner. Water service meters for the development would need to be purchased by the owner and installed by the MDWASD officials. III. Sanitary Sewer Collection System Per the MDWASD sewer atlas sheet (F-13) provided by MDWASD, an 8-inch gravity sewer main exists within the rights -of -way of NW 1st Court and NW 1st Avenue. Please refer to Appendix A for a copy of the MDWASD sanitary sewer atlas sheet for the subject area. It is probable that the existing 8-inch gravity sewer mains adjacent to the proposed development will have sufficient capacity to accommodate the proposed development. However, this cannot be verified until a downstream analysis of the existing lines is completed. It is possible that WASD may request the installation of additional gravity mains within either NW 12t1i Street or NW 11 Terrace. This may also be required depending on the developer's desired location of the service lines for the proposed City Center towers. A Water & Sewer Agreement and further coordination with the MDWASD is recommended to verify the proposed sanitary sewer service connection points, necessary upgrades to the existing system and other MDWASD requirements for this project. The sanitary sewerage flows generated by the proposed development will be collected by an off -site MDWASD owned pump station. As of 03/18/2010, the associated pump station is operating at an average yearly NAPOT of 4.84 hrs or Page 5 48.4% of its capacity. The DERM pump station monthly information sheet for this pump station has been provided in Appendix B Based on available data, ILIA anticipates that neither a new sanitary sewer pump station nor upgrades to the existing pump stations will be required to accommodate the proposed site development. However, a final determination regarding the status of the existing transmission system and the need for possible improvements will not be made until construction plans are submitted to the Miami -Dade County Department of Environmental Resources Management (DERM) Wastewater Section and a Sanitary Sewage System Capacity Certification Letter is issued. Please refer to Attaclunent `B" for Pump Station Monthly Infonnation. The anticipated water and sewer flow generation for the building additions is depicted below in table 5. Solid Waste Generation Solid waste generated by this project will be collected in standard onsite containers for refuse and recyclables. Regular pick-up service will be provided either by private hauling companies and/or by the City of Miami Solid Waste Department, who will transport the waste to Miami -Dade County's or private disposal and recycling facilities. The volumes of solid waste projected to be generated by the project are shown in Table 6.
