Subject: A Resolution ratifying, confirming and approving the City Manager's written finding of an emergency,

Purpose of Item:
It is respectfully recommended that the Miami City Commission adopt the attached resolution, by a four -fifths
(4/5ths) affirmative vote, ratifying, confirming, and approving the City Manager's written finding of an
emergency, waving competitive sealed bidding procedures and the use of a competitive negotiations method as
stipulated in Section 18-90 and 18-85 of the City of Miami Code, authorizing the City Manager to negotiate
and execute a Professional Services Agreement, in accordance with the attached Term Sheet and in a form
acceptable to the City Attorney, with Terranova Corporation for Real Estate Leasing and/or Property
Management Services for the Marlins Stadium Parking Garage Retail Spaces, pursuant to Informal Request for
Letters Interest No. 275273, for a period of one (1) year with options to renew for four. (4) additional one (1)
year periods.
Background Information:
On July 8, 2011, the Purchasing Department issued Informal Request for Letters of Interest (RFLI) No. 275273
for the purpose of soliciting qualified firms and to negotiate an agreement for Real Estate Leasing and/or Property
Management Services for the Marlins Stadium Parking Garage Retail Spaces. On July 15, 2011 two (2)
submittals were received in response to the RFLI. The evaluation committee met on July 18, 2011 to review and
select the most qualified firm(s) based on the Proposer's Overall Qualifications and Experience, Approach and
Methodology, Fees and Oral Presentations. Based .on the same, it was the Evaluation Committee's
recommendation that the City Manager negotiate and execute a Professional Services Agreement with the top
ranked firm of Terranova Corporation. Should negotiations fail with the highest ranked firm, the City Manager
will be authorized to negotiate and execute a PSA with the second -highest ranked firm, NAI Miami Commercial
Real Estate Services Worldwide. The Office of the City Manager has found that it is most advantageous for the
City to waive competitive sealed bidding procedures, pursuant to Sections 18-85 and 18-90 of the City Code, and
award said services, pursuant to the committee's recommendation.
