HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 11-00683 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO ACCEPT A TOTAL AMOUNT OF NOT TO EXCEED $153,162 IN THE FORM OFA REIMBURSEMENT GRANT ("GRANT") FROM THE CHILDREN'S TRUST ("TRUST") TO THE CITY OF MIAMI'S ("CITY'S") DEPARTMENT OF GRANTS ADMINISTRATION'S EDUCATION INITIATIVES ("DEPARTMENT"), FOR THE FAMILIES FIRST PARENTING PROGRAM ("PROGRAM"), AND AUTHORIZING THE CITY'S IN -KIND SERVICES MATCH IN THE TOTAL AMOUNT OF NOT TO EXCEED $7,883.84 TO FUND THE PROGRAM ADMINISTERED BY THE DEPARTMENT AT VARIOUS CHILD CARE CENTERS WITHIN THE CITY; ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED: "THE CHILDREN'S TRUST GRANT FOR EDUCATION INITIATIVES 2011-2012 FAMILIES FIRST PARENTING PROGRAM", TO ACCEPT THE GRANT, APPROPRIATING THE GRANT FUNDING IN THE AMOUNT OF $153,162, WITH IN -KIND SERVICES TO BE APPROPRIATED BY THE CITY VALUED AT $7,883.84; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND TO EXECUTE A CONTRACT WITH THE CHILDREN'S TRUST AND TO NEGOTIATE AND EXECUTE ALL OTHER NECESSARY AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, AFTER CONSULTATION WITH THE CITY ATTORNEY, TO IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH THE GRANT AWARD FOR SAID PURPOSES, FOR THE PERIOD COMMENCING AUGUST 1, 2011 THROUGH JULY 31, 2012, WITH THE OPTIONS TO RENEW FOR UP TO TWO (2) ADDITIONAL SIMILAR PERIODS AT THE SAME NOT -TO -EXCEED AMOUNTS UNDER THE SAME TERMS AND CONDITIONS FOR THE PROGRAM, SUBJECT TO BUDGETARY APPROVAL AT TIME OF NEED. WHEREAS, the City of Miami's ("City") Department of Grants Administration Education Initiatives (the "Department") has been awarded one (1) reimbursement grant from The Children's Trust (the "Trust") for the City's Families First Parenting Program (the "Program"), in an amount not to exceed $153,162.00 (the "Grant'), commencing August 1, 2011 through July 31, 2012, and the City and the Trust are negotiating the form of contract, ("The Children's Trust Contract") for said purposes at various child care centers within the City; and WHEREAS, the Program is comprised of a cooperative effort between the City's Department and two (2) Florida for -profit organizations, Exceptional Consulting for Educational Leaders, Inc., and • Conee, Inc, (collectively, the "Service Providers") for its successful implementation; and WHEREAS, the goal of the Program is to offer a parenting program designed to incorporate literacy skills, parent -child activities, strengthen oral language development, give parents a venue to share concerns, learn new behavior strategies, and connect parents to a variety of support for family stability; and City of Miami Page 1 of 3 File Id: 11-00683 (Version: 1) Printed On: 7/18/2011 File Number: 11-00683 WHEREAS, the City must execute one (1) award package including the new form of The Children's Trust Contract, to accept the Grant Award and in order to enter into related professional service agreements with the Service Providers in order to comply with The Children's Trust requirements; and WHEREAS, the City Manager and the Department are requesting for the City Commission to authorize the City Manager to negotiate and execute and, if necessary, to amend, extend, or modify, after consultation with the City Attorney, the Children's Trust Contract, for the period from August 1, 2011 through July 31, 2012, with the options to renew for up to two (2) additional similar periods for the same not to exceed amounts, under the same terms and conditions subject to budgetary approval at time of need; and WHEREAS, under the Grant, the City is required to provide an in -kind match in the amount of not to exceed $7,883.84 corresponding to the services provided to the Program by the City's Education Initiatives Coordinator within her regular working hours; and WHEREAS, the City Manager and the Department are requesting the appropriation of said Grant funding and the City's in -kind match for the Program and to fund the respective Service Providers (as indicated above) for the initial Fiscal Year 2011-2012, with future Fiscal Year funding subject to consultation with the City Attorney and budgetary approval at time of need; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized {1} to accept a total amount of not to exceed $153, 162 in the form of a reimbursement grant ("Grant") from The Children's Trust ("Trust") to the City of Miami's ("City's") Department of Grants Administration's Education Initiatives ("Department') for the Families First Parenting Program ("Program") and the City's in -kind services match in the total amount of not to exceed $7,883.84, is authorized to fund the Program administered by the Department at various child care centers within the City. Section 3. The following new Special Revenues Project is established and resources are appropriated as described below: FUND TITLE: "The Children's Trust Grant for Education Initiatives 2011-2012 Families First Parenting Program" RESOURCES: The Children's Trust $153,162.00 City of Miami's In -Kind Match $7,883.84 APPROPRIATIONS: $161,045.84 Section 4. The City Manager is further authorized {1}, after consultation with the City Attorney, {1} to negotiate and to execute a contract with the Trust (The Children's Trust Contract") and to negotiate and execute all other necessary amendments, extensions, and modifications, after consultation with City of Miami Page 2 of 3 File Id: 11-00683 (Version: 1) Primed On: 7/18/2011 File Number. 11-00683 the City Attorney, to implement the acceptance of and compliance with the Grant award for said purposes, for the period commencing August 1, 2011 through July 31, 2012, with the options to renew for up to two (2) additional similar periods at the same not -to -exceed amounts under the same terms and conditions for the Program, subject to budgetary approval at time of need. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} APPROVED AS TO FORM AND CORRECTNESS' JULIE O. BRU CITY ATTORNEY \r0, Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
