The Office of Grants Administration respectfully requests you approval and action of the
City of Miami Commission by a 4/5ths affirmative vote, after an advertized public hearing
ratifying, approving and confirming the City Manager's recommendation, and finding that
competitive negotiation methods are not practicable or advantageous regarding the
agreement for the educational services described below.
The Department respectfully requests such recommendation,finding, and authorization in
order to proceed with executing an agreement with On Target Mathematics Educational
Products and Services, Inc., to award funds, in the amount of $14,200.00 to operate the
Mathematics component at Holmes Elementary as part of the Miami Learning Zone Out -
of -School Program funded by the Children's Trust, for the 2011-2012 school year.
During the previous years, On Target Mathematics Educational Products and Services,
Inc. have demonstrated its qualifications and capacity to serve the city through the
following:
1. Providing visual and on -hand Mathematics instruction at designated site.
2. Coordinating four hours of weekly instruction at the designated site.
3. Providing a Mathematics teacher at the site to teach thematic classes designed to
help the students practice concept skills that reinforce mathematical foundation
concepts.
For the reasons stated above, as required by the Section 18-85(A) of the Code of the City
of Miami, the Office of Grants Administration (1) recommends the execution of an
agreement with On Target Mathematics Educational Products and Services, Inc., for the
2011-2012 contract year be awarded to On Target Mathematics Educational Product and
Services, Inc., which is qualified and has been providing said services described above for
many years, and (2) finds that the competitive negotiated methods are not practicable or
advantageous for the provision of the aforementioned literacy services at Holmes
Elementary School. If these recommendations and findings meet with your approval,
please indicate by signing below.
The Legislation item will be placed on the agenda for the July 14th, 2011 City Commission
Meeting.
