The Department of Parks and Recreation respectfully requests your approval and action
of the Miami City Commission by a 4/5ths affirmative vote, after an advertised public
hearing ratifying, approving and confirming the City Manager's recommendation, and
finding that competitive negotiation methods are not practicable or advantageous
regarding the agreement for educational and park services described below.
The Department respectfully requests such recommendation, finding, and authorization in
order to proceed with executing an agreement with the Miami -Dade Family Learning
Partnership, Inc., to award funds, in the amount of $86,281.00, to operate the Literacy
component at African Square Park, Jose Marti Park, Juan Pablo Duarte Park, Shenandoah
Park and West End Park as a part of the Heart of Our Parks Out of School Programs
funded by the Children's Trust, for the 2011-2012 school year.
During the previous years, the Miami -Dade Family Learning Partnership, Inc. has
demonstrated its qualifications and capacity to serve the city through the following:
1. Providing program management that includes designing, monitoring and
evaluating related curriculum using the NSACA standards for quality of
School- Aged Care; working with other collaborative partners to develop
themes and incorporate multi -sensory learning activities designed to augment
the academic/social needs of the students.
2. Coordinating eight hours of weekly instruction at each of the participating
sites.
3. Providing a Curriculum Specialist/ Reading Is Fundamental Director to
organize and conduct ten literacy events at each of the designated sites,
including motivational activities designed to promote literacy/ reading
strategies to over 350 participants.
4. Providing each participant with developmentally- age appropriate books to
build home libraries.
5. Screening and recommending certified teachers to conduct reading and literacy
activities, and supervise reading personnel.
6. Providing teachers with professional development opportunities and
select/purchase literacy related materials in accordance with the Florida
Sunshine State Standards and the Competency Based Curriculum.
7. Conducting pre and post assessments using the WRAT R and ORF.
For the reasons stated above,as required by Section 18-86(A)(3)(c) of the Code of the
City of Miami, the Department of Parks and Recreation (1) recommends the execution of
an agreement with the Miami Dade Family Leaming Partnership, Inc. for the 2011- 2012
contract year be awarded to Miami Dade Family Learning Partnership, Inc., which is
qualified and has been providing said services described above for many years, and (2)
finds that competitive negotiated methods are not practicable or advantageous for the
provision of the aforementioned literacy services at African Square Park, Jose Marti Park,
Juan Pablo Duarte Park, Shenandoah Park and West End Park. If these recommendations
and findings meet with your approval, please indicate by signing below. This legislation
item will be placed on the agenda for the July 28, 2011 City Commission meeting.
