Bur een, Director Department o Parks and Recreation July 6, 2011 DATE : FILE : SUBJECT : Authorizing an Agreement with Arts for Leaming/ Miami, Inc. REFERENCES: City Commission Meeting ENCLOSURES: of July 28, 2011 The Department of Parks and Recreation respectfully requests your approval and action of the Miami City Commission by a 4/5ths affirmative vote, after an advertised public hearing ratifying, approving and confirming the City Manager's recommendation, and finding that competitive negotiation methods are not practicable or advantageous regarding the agreement for educational and park services described below. The Department respectfully requests such recommendation, finding, and authorization in order to proceed with executing an agreement with Arts for Learning, to award funds, in the amount of $43,776.00 to operate the Arts component at African Square Park, Juan Pablo Duarte Park, Shenandoah and West End Park as a part of the Heart of Our Parks Out of School Programs funded by the Children's Trust, for the 2011-2012.school year. During the previous years, Arts for Learning has demonstrated its qualifications and capacity to serve the city through the following: 1. Providing visual and/or performing arts instruction at five designated sites. 2. Coordinating four hours of weekly instruction at each of the participating sites. 3. Providing a Resident Artist at each park site to teach thematic classes designed to help the students practice their communication skills, improve their visual literacy as well as develop their cognitive and physical functioning. 4. Providing each artist with paid training and planning in order to assist them in preparation for their residency. For the reasons stated above, as required by Section 18-86(A)(3)(c) of the Code of the City of Miami, the Department of Parks and Recreation (I) recommends the execution of an agreement with Arts for Learning for the 2011- 2012 contract year be awarded to Arts for Learning, which is qualified and has been providing said services described above for many years, and (2) finds that competitive negotiated methods are not practicable or advantageous for the provision of the aforementioned literacy services at African Square Park, Juan Pablo Duarte Park, Shenandoah and West End Park. if these recommendations and findings meet with your approval, please indicate by signing below.
