Chairman Gort also asked that local preference be considered in the evaluation criteria for Requests for Proposals (RFP), Requests for Letters of Interest (RFLI) and Requests for Qualifications. During First Reading on June 9, 2011, the Conunission approved this ordinance with revisions: specifically, to define a secondary best and final offer procedure for all bidders within the 15% local preference threshold.
