Subject: Resolution to approve Amendment No. 1 to the Professional Services Agreements with HNTB
Corporation, Inc. and URS Corporation Southern, for the provision of Transportation Program Support
Services.
Purpose of Item:
To authorize the City Manager to execute Amendment No. 1 to the Professional Services Agreements with
HNTB Corporation, Inc. (HNTB) and URS Corporation Southern (URS), for the provision of Transportation
Program Support Services, increasing the authorized expenditure limit by a not to exceed amount of $300,000
for each firm, resulting in a total contract amount not to exceed $1,150,000 for HNTB and $500,000 for URS.
Background Information:
On October 23, 2008, pursuant to Resolution No. 08-0610, the City Commission authorized the execution of
Professional Services Agreements with HNTB and URS, for the provision of Transportation Program Support
Services, in an amount not to exceed $850,000 and $200,000, respectively.
The original contract capacity per firm has diminished by varied but significant amounts based on the volume
of work assigned to each firm and the complexity of the projects assigned.
The current remaining contract balance is not sufficient to cover the costs anticipated for various ongoing
projects such as technical and financial analysis and overall administration support for the Trolley Program,
ongoing studies and needed efforts to advance the City's Bicycle -Program and achieve the Master Plan goal of
establishing Miami as a bike -friendly City in 2012, development of the City-wide 17th Avenue Corridor Study,
development of transportation and mobility studies, development of the transportation component of the City's
Evaluation and Appraisal Report (EAR), which is State mandated with deliverables submitted to the Florida
Depaitnient of Community Affairs, ongoing Traffic Impact Review of residential and/or commercial
developments as required by the City Code.

It is therefore necessary to enter into an Amendment No. 1 with each firm, increasing the agreements by a not
to exceed amount of $300,000, from $850,000 to a final not to exceed amount of $1,150,000 for HNTB and
from $200,000 to a final not to exceed amount of $500,000 for URS. Funds are to be allocated from the
appropriate Capital Improvement Projects.
