A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING AN INCREASE TO THE PROFESSIONAL SERVICES
AGREEMENTS WITH HNTB CORPORATION, INC. ("HNTB") AND URS
CORPORATION SOUTHERN ("URS"), FOR THE PROVISION OF
TRANSPORTATION PROGRAM SUPPORT SERVICES, IN AN AMOUNT NOT TO
EXCEED $300,000 FOR EACH FIRM, THEREBY INCREASING THE TOTAL
CONTRACT AMOUNT. FROM $850,000 TO AN AMOUNT NOT TO EXCEED
$1,150,000 FOR HNTB AND FROM $200,000 TO AN AMOUNT NOT TO EXCEED
$500,000 FOR URS; ALLOCATING FUNDS FOR SAID INCREASES, FROM THE
APPROPRIATE CAPITAL IMPROVEMENT PROJECTS; FURTHER AUTHORIZING
THE CITY MANAGER TO EXECUTE AMENDMENT NUMBER 1 TO THE
AGREEMENTS, IN SUBSTANTIALLY THE ATTACHED FORM, FOR SAID
PURPOSE.
WHEREAS, pursuant to Resolution No. 08-0610, adopted October 23, 2008, the City Commission
authorized the execution of Professional Services Agreements ("Agreements") with HNTB Corporation,
Inc. ("HNTB") and URS Corporation Southern ("URS"), for the provision of Transportation Program
Support Services, in an amount not to exceed $850,000 and $200,000, respectively; and
WHEREAS, the original contract capacity per firm has diminished by varied, but significant
amounts, based on the volume of work assigned to each firm and the complexity of the projects
assigned; and
WHEREAS, the current remaining contract balance is not sufficient to cover the costs anticipated
for various ongoing projects such as technical and financial analysis and overall administration support
for the Trolley Program, ongoing studies and needed efforts to advance the City of Miami's ("City's")
Bicycle Program and achieve the Master Plan goal of establishing Miami as a bike -friendly City in
2012, development of the City-wide 17th Avenue Corridor Study, development of transportation and
mobility studies, development of the transportation component of the City's Evaluation and Appraisal
Report, which is State mandated with deliverables submitted to the Florida Department of Community
Affairs, ongoing Traffic Impact Review of residential and/or commercial developments as required by
the Code of the City of Miami, Florida, as amended; and
WHEREAS, it is now necessary to enter into an Amendment Number 1 with each firm, increasing
the Agreements by an amount not to exceed $300,000, from $850,000 to a final amount not to exceed
$1,150,000 for HNTB and from $200,000 to a final amount not to exceed $500,000 for-URS;--and --- -
WHEREAS; funds are to be allocated from the appropriate Capital improvement Projects;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,

FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. An increase to the Agreements with HNTB and URS, for the provision of Transportation
Program Support Services, in an amount not to exceed $300,000 for each firm, increasing the total
contract amount from $850,000 to an amount not to exceed $1,150,000 for HNTB and from $200,000
to an amount not to exceed $500,000 for URS, is authorized, with funds for said increases, allocated
from the appropriate Capital Improvement Projects.
Section 3. The City Manager is authorized{1} to execute Amendment Number 1 to the
Agreements, in substantially the attached form, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
