Purpose of Item:
A Resolution of the Miami City Commission, with attachments, authorizing the City Manager to execute a
Lease ("Lease"), in substantially the attached form, between the City of Miami ("Lessee") and Grovites United
to Survive, Inc. ("Lessor"), a Florida Profit corporation, for the use of approximately 3,197 square feet of space
within the property located at 3686 Grand Avenue, Miami, Florida (the "Premises"), as a recreational facility
for the Miami Police Athletic League Program, with a monthly rent of $1,350.00, ($5.07 per square foot), for a
period of one year, commencing on the effective date, with five (5) options to renew for additional terms of
one (1) year each; allocating funds therefor from the Miami Police Athletic League Checking Account, with
additional terms and conditions more particularly set forth in said Lease.

Subject: Lease Agreement with Grovites United to Survive, Inc., a not -for -profit corporation, for the use of
space by the Miami Police Department
Background Information:
The City of Miami desires to operate a recreational facility in the Coconut Grove area to train, coach and teach
the youth and general public recreational activities including the sport of boxing. The Miami Police
Department's Police Athletic League Program is interested in using approximately 3,197 square feet of space
("Premises"), located at 3686 Grand Avenue, Miami, Florida, owned by Grovites United to Survive, Inc.
("Lessor") to fulfill this mission and has agreed to make certain capital improvements to the interior and exterior
of the premises to enhance the overall appearance of the property. The Lessor has agreed to make certain
repairs to the interior of the premises including but not limited to, replacing a rear door, and providing certain
certifications for HVAC, plumbing and electrical to the City of Miami. Administration has negotiated a lease with
Lessor for an initial term of one year, with the option to renew for five (5) successive terms of one (1) year each.
The initial term's rental rate is $5.07 per square foot, or $1,350.00 per month with the rental rates to be
adjusted commencing in the second successive term and every term thereafter by increases in the Consumer
Price Index ("CPI"), but not to exceed a maximum annual increase of five percent (5%). Additionally, the Lease
required the Lessor to provide six (6) reserved parking spaces for the Lessee.
Funding: Fiscal Year 2011 funding for this space will be disbursed from the Miami Police Department's Police
Athletic League Checking Account.
Comparables: The Department of Public Facilities undertook a competitive market analysis of comparable
spaces in the vicinity, and the City, of the selected space and found that the subject property's price of $5.07 per
square foot was very reasonable given the space's quality, convenience and location. Comparable rental rates
range from $23.00 SF to $27.00 SF.
