INTRODUCTION 1700 Biscayne Blvd. is a proposed mixed -use development to be located on a 2.37± acre site west of Biscayne Boulevard, between NE 17"' Terrace and east of NE 2"d Avenue in the City of Miami, Miami -Dade County, Florida (see location map). The proposed development will include construction of three (3) towers, which will house residential units, hotel rooms, retail facilities, and parking spaces to adequately serve the proposed development. Proposed stormwater management improvements and right-of-way improvements will require approval from the City of Miami Public Works Department, Florida Department of Transportation (FDOT), Miami -Dade County Department of Environmental Resources Management (DERM) Water Control Section, and the Florida Department of Environmental Protection (FDEP). Proposed water distribution and sanitary sewer utility improvements will require approval from the Miami - Dade Water and Sewer Department, Department of Environmental Resources Management (DERM), Florida Department of Environmental Protection (FDEP), the City of Miami Fire Department, and the State of Florida Department of Health. SITE LOCATION AND DESCRIPTION The subject property is located on the northwest corner of Biscayne Boulevard and NE 17('I Street in the City of Miami, Florida. (Folio #'s 01-3231-005-0100, 01-3231-005-0110, 01- 3231-005-0120, 01-3231-005-0130, 01-3231-005-0140, 01-3231-005-0150, 01-3231-003- 1060 and 01-3231-003-1050) as shown in Figure 1 - "Site Location Map". An aerial photograph is shown in Appendix "A" as a reference. The Miami -Dade County Property appraisal maps for the folio numbers are included in Appendix "F". SITE UTILITIES AND CONTACT INFORMATION A. General: Public water distribution, sanitary sewer, storm drainage, electric and telephone utilities are located within the abutting roadways. Jose Paz (305) 416-1679 Based on the information provided by Sunshine State One -Call of Florida, there may be several other types of utilities within and/or abutting the property. Record drawings should be requested from the listed utility companies prior to commencing with the site design. See Design Ticket No. 008902043 from Sunshine State One -Call of Florida in Appendix «B» IV. WATER DISTRIBUTION AND FIRE PROTECTION SYSTEMS A summary of the water mains owned and operated by the Miami -Dade Water and Sewer Department (MDWASD) in the vicinity of the project are shown in Table 2 below. The MDWASD Water Atlas is also provided in Appendix "C" for reference. NE 17th Terrace Biscayne Blvd. and NE 2nd Avenue 2" In accordance with Miami -Dade Water and Sewer Department (MDWASD) criteria, a 12- inch water main is required along the frontage of all commercial developments. This requirement may be satisfied by the existing mains adjacent to the site. Alternatively, MDWASD may request that the existing 12" main which runs along NE 17th Street be Kimley-Horn and Associates, Inc. Page 4 O 1700 BISCAYNE BOULEVARD Site Utility Study extended along the full remaining length of the property, to NE 2"d Ave. A final determination of the points of connection and requirements will not be provided by MDWASD until Water and Sewer Agreement is requested by the owner. Water service meters would need to be purchased by the owner and installed by MDWASD officials. A copy of the MDWASD water atlas sheet for the project area has been included in Appendix «C„ The Fire Code (NFPA) requires fire hydrants be located no more than 300 feet (drivable distance) from proposed buildings or structures, and that there be no more than 300 feet between hydrants along the frontage of a property, as measured along the water main. As such, the City of Miami Fire Department may request additional fire hydrants be placed in the vicinity of the subject project. Additionally, fire hydrants must be located within 150 feet of each proposed building's fire department (Siamese) connection. In addition, the fire department connections to serve any proposed structures must be located at the front of the building. V. SANITARY SEWER COLLECTION SYSTEM A. Sanitary Sewer Collection System Availability Table 3 depicts the sanitary sewer mains owned and operated by the Miami -Dade Water and Sewer Department within the vicinity of the project. Page 5 1700 BISCAYNE BOULEVARD Site Utility Study Miami -Dade County Water and Sewer Department usually requires at minimum, the provision of an 8-inch sanitary sewer main fronting commercial developments. This requirement should be satisfied by the existing sanitary sewer collection system. A letter of availability and further coordination with MDWASD is recommended to verify the proposed sanitary sewer service connection points and requirements for this project. MDWASD and DERM may require upgrades to the existing sanitary sewer system, but this cannot be determined without a request for a Water and Sewer Agreement MDWASD Pump Station #30-0002 at 925 Biscayne Blvd. receives the flows from these mains. As of 04/14/10, this pump station is operating at an average yearly NAPOT of 4.02 hours which is 4.02% of its design capacity. The pump station projected NAPOT is 4.88 hours, which is 48.80% of its design capacity. Therefore, a new sanitary sewer pump station or upgrades to said pump station may not be required for the proposed development. A final determination regarding the status of the existing transmission system and the need for possible improvements will not be made until construction plans are submitted to the Miami -Dade County DERM Wastewater Section and a Sanitary Sewage System Capacity Certification Letter is issued. Please refer to Appendix "D" for Pump Station Monthly Information. A request for a letter of Sanitary Sewage Capacity Certification must be submitted to the Miami -Dade County DERM Water & Wastewater Section during the building permitting phase of the project in order to reserve the necessary allocation for the proposed development. Below in Tables 5 are the estimated water and sewer flow generation rates per Miami -Dade Water and Sewer Department schedule of daily rates for both development options. Further coordination with MDWASD is recommended. Kimley-Horn and Associates, Inc. GAS Based on information from Sunshine State One -Call of Florida (see Appendix B), TECO People's Gas owns and operates gas mains and service lines in the immediate area of the property. Prior to excavating in the property, record drawings of existing gas mains should be obtained from utility provider. VII. ELECTRIC Local electric service is provided by Florida Power and Light, which owns and operates utility lines in the area. FPL will need to provide service connection to serve proposed buildings. A service availability letter should be requested for the proposed development. The type of service and capacity required would need to be coordinated between FPL and the project's Electrical Engineer. VIII. TELEPHONE & CABLE Telephone and Cable services are provided by Comcast Cable, Level 3 Communications and AT&T/Bellsouth, which owns and operates existing lines within the area. Prior to excavating in the property, record drawings of existing_ telephone infrastructure should be obtained from the aforementioned service providers. Kimley-Horn and Associates, Inc. Page 7 1700 BISCAYNE BOULEVARD Site Utility Study IX. UTILITY EASEMENTS All on -site water and sewer easements must comply with MDWASD requirements, specifications, and easement restrictions. This means there should be no above ground or underground structures and utilities (other than sidewalks, curbs, and any facilities owned by MDWASD) within the easement. MDWASD would also require unlimited access to the easement. Pavement repairs by undertaken MDWASD forces may be done using plain concrete and asphalt pavement, regardless of the type of pavement removed. This is standard MDWASD practice. Based on the boundary survey completed by J. Bonfill & Associates, Inc. for the subject property (see Appendix "H"), there is a 10-ft vacated private easement running through the site. No other utility easements are depicted within the project limits. X. SITE DRAINAGE AND STORM WATER MANAGEMENT Based on the United States Department of Agriculture, Soils Survey of Dade County, the soil in this area is classified as Urban Lands (see Appendix "E"). This classification is found in areas where more than 85 percent of the surface is covered by shopping centers, parking lots, streets, sidewalks, airports, large buildings, houses, and other structures. Relative to the above -referenced project, the following information should be used during the storm water management design. A. Existing Private Drainage Systems Based on site observations and available information, there is an existing drainage system serving the property. The existing system will be demolished and a new storm water management system will be constructed to retain the runoff generated by the proposed improvements, as required by code (see below). B. Proposed Private Drainage System Design Criteria In accordance with Section D-4, "Water Control", of Part 2 of the Miami -Dade County Public Works Manual, and DERM and South Florida Water Management District (SFWMD) criteria, proposed drainage systems would be required to collect the runoff from a design storm event of 5-year frequency, 24-hour duration and retain it on -site. On -site disposal of storm runoff may be facilitated by employing the use of swales and a network of interconnected inlets/catch-basins and drainage wells. Alternatively, exfiltration trenches Kimley-Horn and Associates, Inc. Page 8 1700 BISCAYNE BOULEVARD Site Utility Study may be utilized on -site as part of the storm water management system. Perimeter grading for the site should consist of a berm at an elevation high enough to contain the total runoff from a design storm event of 25-year frequency and 72-hour duration within the property. Based on the site plan provided and preliminary drainage calculations, it is anticipated that approximately five (5) drainage wells will be needed to conform to the agency stormwater requirements for the subject site. Please refer to Appendix "E" for the preliminary drainage calculations. If a system of interconnected exfiltration trench is to be implemented, percolation tests would have to be conducted for the site. "Usual open hole" percolation tests, in accordance with South Florida Water Management District (SFWMD) criteria, would be required to be performed by a State -certified soils testing lab to determine soil percolation rates, the results of which would be used to calculate the total length of exfiltration trench required. Storm runoff from proposed buildings may be piped either to the sanitary sewer system or exfiltration trench system depending on the water quality. The final drainage design for proposed improvements shall be in conformance with the requirements of the Miami -Dade County DERM Water Control Section, Florida Department of Environmental Protection, Florida Department of Transportation, and other local, state and federal regulatory agencies having jurisdiction over the site. C. Floodplain Management Proposed project site grade elevations shall be designed to meet the flood criteria according to Federal, State, and Miami -Dade County standards as follows: 1. The subject property is located in PANEL 312 of 625 of COMMUNITY -PANEL NUMBER 12086C0312L of the Flood Insurance Rate Map (FIRM). According to the National Flood Insurance Program, the property is located within the following Flood Zones: a. Flood Zone X (See Appendix "E") Since the property is not located within Flood Zones V, VE, or VI-30, it is not subject to the requirements of Section 11C-17, Dade County Code. (Refer to Appendix "E" for the FEMA FIRM map) 2. Miami -Dade County Flood Criteria elevations is estimated to be 5.00 ft NGVD. The flood criteria map has been included in Appendix "E". Ch. 11C of Miami - Dade County Ordinance should be used to determine proposed site grading minimum grade elevations. As such, proposed lowest site grades should not be set Kimley-Horn and Associates, Inc. Page 9 1700 BISCA YNE BOULEVARD Site Utility Study lower than 6 inches below Flood Criteria, or 5.5 ft NGVD. All proposed site grades will need to accommodate the existing elevations on the developed portions of the site. 3. Based on Dade County Department of Environmental Resource Management & Miami -Dade County Public Works Manual, Volume II — Design Standard Detail WC 2-2. The Average October ground water level elevation for the proposed site location is 2.0 ft NGVD. This elevation should be used to compute the capacity of the exfiltration trenches. The October Water Table Map has been included in Appendix "E". Local Floodplain Management criteria states that the lowest finished floor elevation of any commercial/industrial building (other than open, flood -resistant rooms without electrical or mechanical equipment) shall be set at the highest of the following: FEMA Base Elevation = N/A County Flood Criteria plus 4-inches = 5.00 +0.33 = 5.33 NGVD Average crown of road plus 4-inches = 6.50+0.33 = 6.83 NGVD XI. SOLID WASTE GENERATION Solid waste generated by this project will be collected in standard on -site containers for refuse and recyclables. Regular pick-up service will be provided either by private hauling companies and/or by the City of Miami Solid Waste Department, who will transport the waste to Miami - Dade County's or private disposal and recycling facilities. The volumes of solid waste projected to be generated by the project are shown in Table 5. Kimley-Horn and Associates, Inc. The Client may use this report as part of its site feasibility assessment, but this report should not be used as the sole basis for the Client's decision making. We endeavored to research site development issues and constraints to the extent practical given the limited scope, budget, and schedule agreed to with the Client. Our assessment is based in large part on information provided to us by others (city staff, DOT staff, Utility Company Representatives, etc.) and therefore is only as accurate and complete as the information provided to us. This report is based on our knowledge as of April 2010. New issues may arise during development because of changes in governmental rules and policy, changed circumstances, or unforeseen conditions. Our assessment is based on the desires of the Client that have been specifically disclosed to us.
