This is to clarify our telephone discussion this morning.
1. The January 10 letter from me is not an award letter, it is an invitation to submit an application so we can issue an award letter
for the new county grant, ID Code C0013.
2. The previous grant, ID Code C9013, ended February 28. However, any funds encumbered on or prior to that date are allowable
and can be paid under C9013. We consider any document authorizing costs signed before the ending date, such as an approved
travel document to have the status of an encumbrance, and it can be paid under C9013.
( The award letters we have been issuing for the new grants as the previous such letters for several years do not have a begim�na
date for the grant. As such, this year we will regard the expenditure of any funds remaining from C9013 but which are not covered
under C9013, after the funds are transferred under the new grant, C0013, as retroactively allowable under C0013.
These county grants, which are required by 401.113 (2) (a), Florida Statutes, are unique. They are actually dispensations back to
each county of itsowa1 funds the county itself annually,deposits from traffic fine surcharges as specified by 401.113(1), Florida
Statutes. The state derives no goods or services and the funds are solely for the benefit of the county's EMS system, which is why
we feel the maximum latitude possible is warranted to the county under these grants, so it can use its own funds in accordance with
the legal constraints.
