1. Executive Summary
RADIO ONE -Communications Service Company (RADIO ONE) is pleased to respond to the City of
Miami's Invitation for bid request for Toughbooks and Mounting Hardware. Our proposal
includes two models of the Getac B300 fully- rugged notebook, the B300 and the B300X, both
of which are designed to be productive, worry free mobile computing systems that meets or
exceeds your specifications in many ways. The Getac B300 and B300X fully rugged notebook
meets all of the Requirements outlined in this bid specification. Our proposal also includes a
local, Florida based, maintenance and warranty plan. The plan is designed to maximize the
safety and productivity of the City of Miami employees using this system, as well as to minimize
the system downtime, travel time for service, and maintenance costs.
Radio One Corporate Overview and Resources
RADIO ONE is the largest authorized Motorola two way radio dealer in the Southeastern United
States, headquartered in Orlando, FL with branch offices in Miami, Dania Beach, Daytona,
Tampa and eastern North Carolina. RADIO ONE currently has approximately sixty five
employees providing sales, service, and rental of mobile communications systems to a wide
variety of customers including State, local, and Federal government agencies, schools,
healthcare, hospitality, theme parks, agriculture, utility, transportation, distribution, and
manufacturing industries. Radio One currently does business with the City of Miami as the sole
designated Motorola Manufacturer's Representative to the City for two-way radio systems and
various other Motorola equipment. RADIO ONE became an Authorized GETAC Solutions
Partner in 2009. RADIO ONE has been in the radio communications business in Florida since
1990 and has successfully serviced many governmental agencies for twenty years. Currently
RADIO ONE serves as an Authorized GETAC Solutions Partner for rugged laptop solutions
throughout the State of Florida. RADIO ONE also rents emergency radios to government and
commercial customers for storm related situations, and has successfully installed hundreds of
analog and digital communications systems. Our company history and experience has primarily
been with Motorola voice two way radio systems, but in the digital communications world of

Getac Technology Corporation, founded in 1989, listed on Taiwan Stock Exchange, is one of the
key subsidiaries of MiTAC-Synnex Business Group, the third largest computing group in Taiwan

Ruggedized Computing Solutions
Getac is one of the earliest pioneers in computing design and manufacturing, is the third largest

Equally important, the acquisition of Waffer Technology Corporation by Getac in 2009 was a

Research, Design, Engineering and Quality
While there are many PC manufacturers who outsource their production today, Getac - using
MiTAC and Getac Technology Corporation's highly -developed competence in R&D, tooling,
mechanical solutions, quality assurance, manufacturing and operations - designs and develops
our rugged computing solutions completely in-house.
We use an integrated manufacturing system that extends from magnesium alloy stamping to
PCB production to final product assembly in factories in Asia Pacific region. This allows us to
respond to our client's needs by incorporating our innovative and distinctive technologies into
product development phases.
Getac's worldwide production facilities and Six Sigma commitment to quality means we deliver
the highest quality products on -time and on -budget. Our quality assurance system is compliant
with MIL-Q-9858A and has been certified to ISO 9001 since 1995. Our manufacturing and

City of Chattanooga PD has selected the B300 to replace
their Panasonic CF-28, CF-29 and CF-30 Units. This
decision was based largely on end user evaluations, better
viability of the GETAC technology and better value for the
City after price negotiations. Currently the City of
Chattanooga PD has deployed 325- B300 units to date.
City of Chattanooga has proceeded and completed a "sole
source" contract for all mobile projects to be Getac devices

Tampa Electric has been a Getac customer for over 3
years now. They started with an initial installation of over
100 of the M220 model for an in -vehicle mobile work order
management system, and over the next year added some
of the M230 model as their deployment needs increased.
In 2008, a new application for a different department was
approved and they began looking at rugged field
computers for their mapping needs. This was to be
installed in "bucket" trucks and required a vehicle dock for
securing and powering the device, along with connection
to their existing radio dispatch system and external GPS
modules. After an extensive evaluation period, they chose
the GETAC B300 and the GETAC B300 Vehicle Dock for
over 300 of their fleet. They chose the GETAC B300 due
to their satisfaction with past Getac products, their
experiences with the excellent service and support
provided by Getac, as well as their belief that the B300
represented the best available solution in the market for
their current and future needs. The Utility industry is
probably one of the most demanding environments for
rugged field computing solutions.

5. Getac Warranty + Services Commitment to the City of
IVIIQIIIi.
Getac will provide the following warranty and service commitment to the City of Miami to
support the projected (101) total Getac B300 units to include these service and warranty
programs which are offered as a separate line item in the RFP response.
Self Maintainer Product Program:
Description of Deliverables
For clients with onsite information technology support staff, Level I + II Certification Program is
an option. A key benefit of the program is a faster service turn for repairs that can be
performed onsite by the client's own technical resources.

Getac Five (5) Year Bumper -to -Bumper Warranty
Getac's warranty obligations for this hardware product are limited to the terms set forth below:
Getac, Inc. warrants this Getac-branded rugged computer against defects in materials and workmanship under
normal use and damage that occurs due to accidental acts and exposure to environmental conditions for a period of
FIVE (5) YEARS from the date of purchase by the original end -user purchaser ("Warranty Period"). This warranty
only applies to products sold by Getac or its Authorized Distributors or Dealers and only where the products are used
and serviced within North America or its Authorized Service Providers' territories. Warranty coverage only applies to
service carried out by a Getac Authorized Service Provider.
If a hardware defect arises and a valid claim is received within the Warranty Period, at its option and to the extent
permitted by law, Getac will either repair the defect at no charge, using new or refurbished replacement parts, or
exchange the product with a product that is new or which has been manufactured from new or serviceable used
parts and is at least functionally equivalent to the original product. A replacement product or part, including a user -
installable part that has been installed in accordance with instructions provided by Getac, assumes the remaining
warranty of the original product or ninety (90) days from the date of replacement or repair, whichever provides longer
coverage for you. When a product or part is exchanged, any replacement product becomes your property and the
replaced item becomes Getac's property. Parts provided by Getac in fulfillment of its warranty obligation must be
used in products for which warranty service is claimed.
Exclusions and Limitations
This Limited Warranty applies only to Getac-branded hardware products manufactured by or for Getac that can be
identified by the "Getac" trademark, trade name, or logo affixed to them. The Limited Warranty does not apply to any
non-Getac hardware products, co -branded hardware products (whether or not displaying a "powered by Getac"
trademark, trade name, or logo affixed to them) or any software, even if packaged or sold with Getac hardware.
Manufacturers, suppliers, or publishers, other than Getac, may provide their own warranties to the end user
purchaser, but Getac, in so far as permitted by law, provides their products "as is".
Software distributed by Getac with or without the Getac brand name (including, but not limited to system software) is
not covered under this Limited Warranty. Refer to the licensing agreement accompanying the software for details of
your rights with respect to its use. Getac does not warrant that the operation of the product will be uninterrupted or
error -free. Getac is not responsible for damage arising from failure to follow instructions relating to the product's use.
Batteries supplied with the product are covered under the warranty for one (1) year from date of purchase. A battery
furnished under the warranty is covered for the remaining period of the one year warranty on the original battery or
ninety (90) days from the date of replacement or repair, whichever provides longer coverage for you.
The LCD, hard drive, motherboard, and keyboard are limited to one repair/replacement per unit per year for damage
that occurs due to accidental acts and exposure to environmental conditions.
This warranty does not apply to:
(a) loss or theft;
(b) fire;
(c) submersion;
(d) acts of god;
(e) acts of war;
(f) virus -inflicted damage;
(g) intentional misuse or abuse;
(h) improper maintenance or modification by anyone
other than Getac or a Getac Authorized Service
Provider;
(i) a product or part that has been modified to alter
functionality or capability without the written
permission of Getac;
(j) a product on which any Getac serial number has
been removed or defaced;
data recovery from hard drive failure;
(k)

films, logo badges, labels, cleaning cloths, carry
cases, manuals, cables, straps, belts, holsters,
tethers, and hamesses and any other options

Obtaining Warranty Service
Please access and review the online help resources at www.getac.com before requesting warranty service. If the
product is still not functioning properly after making use of these resources, please contact a Getac representative at
(949) 681-2950. A Getac representative will help determine whether your product requires service and, if it does, will
inform you how Getac will provide it. Getac will provide warranty service on products that are tendered or presented
for service during the warranty period, as permitted by law. In accordance with applicable law, Getac may require
that you furnish proof of purchase and/or comply with registration requirements before receiving warranty service.
You may be responsible for shipping and handling charges to obtain service under this warranty.
In any instance in which Getac issues a Return Material Authorization Number (RMA #), Getac must receive the
product(s) for repair prior to the expiration of the warranty period in order for the repair(s) to be covered by the limited
warranty service.
If your product is capable of storing data or software programs, you should make periodic backup copies of the data
and programs contained on the product's hard drive or other storage media to protect your data and as a precaution
against possible operational failures. Before you deliver your product for warranty service, it is your responsibility to
keep a separate backup copy of the system software, application software and data, and disable any security

Six Times Better Than Competitive Solutions
Computer displays aren't valuable if you can't read them, and bright sunlight can easily make most
screens nearly unusable. In ordr to avoid errors, diminished productivity, physical danger, and eye strain, •
highly visible displays are essential for users of rugged mobile devices, from law enforcement and
military personnel to utility workers and in -vehicle deployments.
There are two conventional approaches to optimizing viewability—increasing the level of screen bright-
ness and decreasing reflectivity (typically with anti -reflective screen coatings). A key issue with increas-
ing screen brightness is that a brighter fluorescent backlight consumes dramatically more power, cutting
battery life in portable devices. Anti -reflective coatings tend to be expensive; they can add to the cost of
a touchscreen by as much as a factor of three to four. Both methods are significantly limited in their
ability to improve display appearance in bright sunlight on their own.
Getac combines proprietary technologies for both screen brightness and anti -reflectivity to overcome
these limitations. Its Sunlight Readable Technology enables display viewability that is more than six times
better than competing solutions, while still maintaining the battery life required in a mobile device.

Because of the power limitations mentioned
above, it' is difficult for manufacturers to go
beyond these levels. To compensate for this power
drain, default power schemes often automatically
dim the display when it is on battery power, which
is precisely when users need maximum display
brightness.
Getac created a display backlight based on light -
emitting diode (LED) sources to replace the cold
cathode fluorescent lamps (CCFLs) that are
commonly used. The less diffused light from an
LED enables a power -efficient, super -bright
display operating at 1,200 NITS, without sacrificing
battery life or resorting to undesirable power -
management schemes.
Active Anti -Reflective
Processis Superior to
Coatings Alone
While the super -bright backlight technology Is
very valuable, Getac engineers know that it is only
one part of the solution. Direct sunlight is typically
in the range of approximately 10,000 to 100,000
Lux, significantly higher than displays.
Touchscreen displays typically have five layers,
and each untreated touchscreen layer reflects
approximately four percent of the sunlight. Those
reflections can easily overwhelm the brightest
backlights alone, making anti -reflective technol-
ogy vitally important to solving the Issue of
daylight usage.
Getac Sunlight Readable Technology uses an
active anti -reflective process based on circular

light enabled by circular polarization
polarization (see sidebar) to block reflected light,
dramatically increasing viewability, even under the
harshest daylight conditions. The net effect of this
technique In reducing the amount of light reflected
back from a display is shown in Figure 1.
0n the left-hand side of Figure 1, approximately
four percent of the light incident on each surface is
reflected back (depending on the layer's composi-
tion), with an additive effect that results in as
much as 20 percent of the ambient light being
reflected back to the user. On the right, circular
polarization blocks almost all reflection from the
display layers behind the outermost layer.
Combined with an anti -reflective coating on the
outermost layer (saving considerable cost
compared to putting coatings on all layers), this
technology can potentially limit the total reflectiv-
ity to as little as 0.9%.

As mentioned previously, the viewability of a
display in bright sunlight Is determined by the
combination of display brightness and display
reflectivity, which is often referred to as effective
contrast ratio (ECR):
ECR = 1 + (display brightness / reflected light)
In this relationship, display brightness. is
measured In NITs, and reflected light is expressed
as the percentage of reflected ambient light (a
higher ECR indicates better viewability).

The Mechanism of Circular Polarization
The process of blocking reflections using circular polarization consists of the
following steps, as depicted in the figure below:
1. Unpolarized light passes through a linear polarizer and becomes linear -polarized
(along the horizontal axis in the image).
2. The polarized Tight passes through a quarter -wave retardation film, which delays
its phase, making it right -circular polarized.
3. When the rlyht-clrcular polarized Tight reflects off a surface, it changes orientation,
becoming left -circular polarized.
4. When the left -circular polarized light passes back through the retardation film, it
becomes linear -polarized again, but. now along the opposite of its original axis
(shown as vertical In the image).
5. Because the light is polarized on the opposite axis, it Is blocked from passing back
through the linear polarizes.
