THE CITY OF FRESNO IS INVITING CONSULTANTS TO SUBMIT
"REQUEST FOR QUALIFICATION"
FOR
JOB ORDER CONTRACTING CONSULTING SERVICES
SCOPE OF SERVICES:
The City of Fresno General Services Department, Facilities Management Division,
hereafter referred to as "City", is seeking interested organizations and firms to develop
and assist with the implementation of a Job Order Contracting (JOC) system. The
City's objective is to enter into an agreement with a JOC Consulting firm to develop JOC
documents, provide JOC software application, and offer consulting and training services
for a term of three years with two one-year options. Companies interested in
participating in the City qualification process must submit a written letter of interest
outlining their firm's ability to provide the City with the consulting services described
within this "request for qualification".
BACKGROUND:
Facilities Management is a division of the General Services Department. The Facilities
Management Division operates as an internal service fund and is funded by billing
clients for services rendered. The Division is responsible for providing centralized
facilities maintenance, repair and improvement services to departments throughout the
City of Fresno. The division is comprised of six operating sections; Administrative,
Building Maintenance and Building Services, Electrical, Special Project Construction,
Trades and Craft. Jointly these sections are responsible for the delivery of services
through three programs; the Custodial Services Program, Building Repairs Program and
the Special Projects and Capital Program. The division employs 36 full time employees
and regularly utilizes long and short term temporary employees to meet the ever
growing demands for service. Private sector contractor services are used to meet peak
customer demands.
Facilities' staff is responsible for the maintenance.. and upkeep of more than 250 offices
and an equal number of out buildings and structures. Maintenance coverage includes
in excess of 21,210 tons of air conditioning and heating equipment, more than 2.3
million square feet of roofs and the upkeep of 300 pump stations.

The City desires to implement a JOC system which will enable the City to rapidly
engage contractors to perform remodeling, renovation, maintenance and repair,
including carpeting, electrical, plumbing, painting, roofing, and minor Capital
Improvement Program (CIP) projects for Facilities Management Division Customers.
The ideal system will allow for estimating project costs, accelerating completion
timelines, and providing quality work to Facilities Management Division Customers.
JOB ORDER CONTRACTING SYSTEM:
The desired JOC system shall be developed by the JOC Consultant in a manner which
will facilitate City projects through a City contracted JOC General Contractor. The JOC
General Contractor will be awarded.a one year fixed price contract. The contract price
will be based on the cost of the project as determined by the charges specified in the
Catalog of Tasks plus percentage for JOC General Contractor services.
The JOC Consultant will develop JOC documents with the intent of JOC General
Contractor providing services including, calculating the cost of the project per the
Catalog of Task, bidding requested projects, and providing general contracting services
to ensure a quality and timely completion of all projects.
The JOC Consultant shall provide all services, documents, and a JOC software
application described under the section titled "JOC CONSULTING REQUIREMENTS",
but not excluding any parts of a system which may be required to implement the desired
JOC system described within this "request for qualification".
QUALIFICATIONS:
Respondents shall provide written evidence of ability to develop and implement a
customized JOC system which meets the described requirements. Respondents will be
judged as a qualified JOC Consultant based upon:
• ability of respondents customized JOC system to facilitate City objectives
• years of experience in providing JOC Consulting services
• quality of training, support, and supervision
• quality of application and reports
• Other related information provided by Respondents.
JOC CONSULTING REQUIREMENTS:
A. Document Development - The JOC Consultant shall develop the full set of
customized . JOC documentation including a City of Fresno specific Catalog of Tasks,
Technical Specifications, and the Contractual Terms and Conditions.
1. The City of Fresno Catalog of Tasks shall contain individual tasks along
with an associated unit price. Each unit price shall be developed based on the

prevailing equipment, material, and labor prices within the City of Fresno's
geographical region. The use of factors in localizing prices is not acceptable.
Each unit price shall comply with all applicable provisions of the Labor Code
and such 'federal; state and local laws which affect the conduct of the work.
Each unit price shall comply with prevailing wage and all applicable provisions
of the Labor Code regarding the employment of apprentices; minimum wages;
travel and subsistence pay; alien labor; the eight -hour day; overtime, Saturday,
Sunday and holiday work; retention and inspection of payroll records; workers
compensation; payment of wages and nondiscrimination because of race,
color, national origin, physical handicap, sex or religion. When the State Labor
Code minimum wage and the Federal Wage Determinations (Davis -Bacon Act)
are applicable due to federal funding involvement, the higher of the two wages
rates per each work classification will prevail.
2. The Technical Specifications shall be developed in conjunction with the
Catalog of Tasks and, where available, the City standards must be
incorporated.
3. The contractual Terms and Conditions shall be developed in conjunction
with applicable City staff and shall include all appropriate contract language
and forms.
B. JOC Marketing Support - The JOC Consultant shall be capable of providing the City
with complete technical and marketing support during the procurement phase. Qualified
staff with extensive public sector procurement experience must provide this support.
The JOC Consultant will be required to organize and' conduct pre -proposal meetings
with the intending Proposers as well as make presentations on behalf of the City with
various business and contracting organizations which reflect compliance to all City
procurement rules and regulations.
C. JOC Software Application The JOC Consultant shall provide the City a
comprehensive JOC management information and support system. The system must
be compatible with the Windows XP operating system, web -based, and loadable on a
minimum of two City personal computers. The JOC management and information
support system must be capable of providing full project tracking, automated
development of cost proposals and independent estimates, generation of all project
documentation, providing a project scheduling capability, budget and cost control, and
the generation of customized reports. The system must be capable of incorporating
current forms and documentation. The system shall be offered to the City at no cost to
the City for upgrades, maintenance, and applicable licensing fees.
D. JOC Training - The JOC Consultant shall develop specialized training courses which
involve all parties utilizing the system. This may include:
1. Facilities Management
2. Procurement Staff
3. Field Staff
4. A&E
5. Clerical Administrative Staff
6. Contractors

All aspects of the system are to be covered in the training. This must include, but is not
limited to, the following:
1. JOC Execution
2. Implementation Procedures
3. System Training
4. Post Implementation Follow-up
5. Refreshers Course Training or as needed at City discretion
All training is to be "hands on" with functional use and individual performance as the
objective.
E. JOC On -Going Technical Support - Technical Support is considered to be an on-
going management support for the operational system. Expectations would include
assisting the City in executing procedures, troubleshooting, implementation, and
continuous system monitoring. Support Service shall be available at a minimum during
City regular working hours; Monday - Friday, 7:OOAM — 5:00 PM.
F. JOC Consulting - The JOC Consultant's supervisory personnel shall provide
adequate competent supervision at all times during the performance of the contract.
G. JOC Consultant Minimum Requirements —
1. Have at least five (5) years continuous experience in the Consulting
Business developing and implementing JOC systems.
2. Provide a resume, with an outline of the Consultant's qualifications and five
(5) references.
3. Have no record of unsatisfactory performance as determined through the
Better Business Bureau or the State of California Department of Consumer
Affairs.
4. Have the administrative and fiscal capability to provide and manage the
proposed services and to ensure an adequate audit trail. JOC Consultant
capability will be determined, at the City discretion, a combination of or all
of the stated: previous experience of similar service, key personnel, number
of years firm has performed JOC services, and financial statements.
H. JOC General Contractor - JOC Consultant shall assist the City with developing
the technical specifications for City bidding of the JOC General Contractor
Services and act as a liaison between the City and General Contractor throughout
the Contract.

The City hereby notifies all respondents that no person shall be excluded from
