Purpose of Item:
AUTHORIZING THE TRANSFER OF HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS
("HOPWA") PROGRAM YEAR 2011-2012 FUNDS, IN THE TOTAL AMOUNT OF $21,000, FROM
CARRFOUR SUPPORTIVE HOUSING, INC. - DEL PRADO GARDENS APARTMENTS, AS
SPECIFIED IN EXHIBIT"A," ATTACHED AND INCORPORATED; BY ALLOCATING THE AMOUNT
OF $17,500, TO CARRFOUR SUPPORTIVE HOUSING, INC. - LITTLE RIVER BEND APARTMENTS,
TO PROVIDE HOUSING ASSISTANCE TO LOW TO MODERATE INCOME HOMELESS
INDIVIDUALS, AND THE AMOUNT OF $3,500 TO THE CITY OF MIAMI DEPARTMENT
COMMUNITY DEVELOPMENT HOPWA ACCOUNT; AUTHORIZING THE CITY MANAGER TO
EXECUTE THE NECESSARY DOCUMENT(S), IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, WITH SAID ENTITIY, FOR SAID PURPOSES.

Background Information:
Pursuant to Resolution No. 11-0011, adopted January 13, 2011, the Miami City Commission
approved the allocation of $21,000 from Program Year 2011-2012 HOPWA funds to Carrfour
Supportive Housing, Inc. ("Carrfour"), for the operation of 6 affordable housing units in Del Prado
Gardens Apartments to provide housing assistance to low to moderate income families with children
who were homeless and qualified for this HOPWA project based program.
It has been determined that there is a greater need to provide with affordable housing to homeless
individuals rather than families.
Carrfour has another facility, Little River Bend, which has available 6 affordable housing units (one -
bedroom apartments) geared toward assisting homeless individuals.
The Administration is recommending the transfer of HOPWA program year 2011-2012 funds, in the
total amount of $21,000, from Carrfour - Del Prado Gardens Apartments, as specified in Exhibit "A,"
attached and incorporated; by allocating the amount of $17,500, to Carrfour - Little River Bend
Apartments, to provide housing assistance to low to moderate income homeless individuals; and the
amount of $3,500 to the City of Miami Department Community Development HOPWA account.
