Below are the answers to the following questions posed by the Chairman:
1. What is the benefit to the City should the above items be approved? Can we attach a $ value?
Yes, should all of the nine amended permits be issued for the relocation of existing inventory the fees will be as
follows:
Non -Recurring (one time fees totaling $1,12.4,500.00 should all nine permits be sought and granted)
a) Full Permit Application Fee $500.00 per permit per sign structure (($4,500.00)
b) Permit Amendment Fee $49,500.00 per permit per structure ($445,500.00)
c) Sign Surcharge $25,000.00 per permit per structure ($225,500.00)
d) Public Benefit Fee $50,000.00 per permit per structure ($450,000.00)
Recurring (annually $90,642.96 should all nine permits be sought and granted)
a) Annual Fee $1,500.00 per permit per structure ($13,500.00)
b) NEA Payment paid directly to the district where the structure is erected $4,285.72 per permit per
structure ($38,571.48 should all nine permits be sought and granted)
2. What is the financial impact to the City should billboard legislation in Tally be approved as proposed?
The financial impact to the City includes fees charged under all outdoor advertising programs in excess of
$500.00. The City would be restricted to charging no more than this amount for all permits including the amount
associated with the Building Permit Process.
a) Murals: includes all permits fees collected and the license fee related to the use of city property for erection
of murals.
b) Recurring Billboard Fees associated with the three executed settlement agreements (Annual Fees, City
License Agreements, and NEA Fees)
c)Any and all new outdoor advertising programs proposed by the city will be limited to a fee of no more than
$500.00
3. What is the financial impact to the City should billboard legislation in Tally not be approved as proposed?
Should the Tallahassee legislation not be passed the above referenced programs would continue to function as
they are currently structured and all new programs will be structured as the City deems necessary in order to operate
them.
Please advise if this addresses the above referenced sufficiently. I am also available to brief the Commissioner if he so
desires.

billboard items on the April 14, 2011, CC agenda; specifically EM.1, RE.13 and RE.14:
1. What is the benefit to the City should the above items be approved? Can we attach a $ value?
2. What is the financial impact to the City should billboard legislation in Tally be approved as proposed?
3. What is the financial impact to the City should billboard legislation in Tally not be approved as proposed?
