A RESOLUTION OF THE MIAMI CITY COMMISSION URGING THE FLORIDA
LEGISLATURE TO AMEND FLORIDA STATUTE CHAPTER 403 TO ALLOW
UNDERGROUNDING OF TRANSMISSION LINES TO BE CONSIDERED AN
ALTERNATE CORRIDOR UNDER THE STATUTE IN ORDER TO AMELIORATE THE
VISUAL BLIGHT AND ENVIRONMENTAL AND AESTHETIC IMPACTS IN HIGHLY
DENSE, BUILT OUT, AND URBAN CITIES; DIRECTING THE CITY CLERK TO
TRANSMIT A COPY OF THIS RESOLUTION TO THE MIAMI-DADE DELEGATION,
TO THE MIAMI-DADE LEAGUE OF CITIES, TO THE FLORIDA LEAGUE OF CITIES
AND TO THE PUBLIC SERVICE COMMISSION.
WHEREAS, Florida Power and Light ("FPL") desires to place overhead high voltage
transmission lines through the City of Miami, ("City") specifically on US 1 between Turkey Point and
Downtown Miami, Florida; and
WHEREAS, many experts say transmission lines can be safely placed underground; and
WHEREAS, the proposed FPL corridor and alternate corridor for the overhead transmission
lines will negatively impact the densely populated City, including residents, businesses, quality of life,
and public health, along the routes; and
WHEREAS, many experts claim overhead transmission lines may be dangerous to the public
due to the electromagnetic fields surrounding the lines; and
WHEREAS, members of the public and citizen groups in the City of Miami oppose the
transmission lines;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.
Section 2. The Miami City Commission urges the Florida Legislature to amend Florida Statute
Chapter 403 to allow undergrounding of transmission lines to be considered an alternate corridor
under the statute in order to ameliorate the visual blight and environmental and aesthetic impacts in
highly dense, built out, and urban cities.
Section 3. The City Clerk is directed to transmit a copy of this resolution to the Miami -Dade
Delegation, to the Miami -Dade League of Cities, to the Florida League of Cities and to the Public
Service Commission.
Section 4. This Resolution shall become effective immediately upon its adoption and signature

by the Mayor.{1}
Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, It shall become
effective immediately upon override of the veto by the City Commission.
