HomeMy WebLinkAboutR-11-0242City of Miami Legislation Resolution: R-11-0242 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 11-00429 Final Action Date: 6/9/2011 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER APPROVING THE FINDINGS OF THE EVALUATION COMMITTEE, PURSUANT TO REQUEST FOR PROPOSALS ("RFP") NO. 243229, THAT MOUNT SINAI MEDICAL CENTER, IS THE HIGHEST -RANKED FIRM, IN THE BEST INTEREST, AND MOST ADVANTAGEOUS TO THE CITY OF MIAMI TO PROVIDE ANNUAL PHYSICAL EXAMINATION SERVICES FOR FIRST RESPONDERS, FOR THE DEPARTMENT OF FIRE -RESCUE AND POLICE; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A PROFESSIONAL SERVICES AGREEMENT ("PSA"), IN SUBSTANTIALLY THE ATTACHED FORM, FOR A PERIOD OF TWO (2) YEARS; ALLOCATING FUNDS FROM THE VARIOUS SOURCES OF FUNDS OF THE USER DEPARTMENTS, SUBJECT TO THE AVAILABILITY OF FUNDS AND BUDGETARY APPROVAL AT THE TIME OF NEED; FURTHER AUTHORIZING THE CITY MANAGER, SHOULD NEGOTIATIONS FAIL WITH THE HIGHEST -RANKED FIRM, TO NEGOTIATE AND EXECUTE A PSA WITH THE SECOND -HIGHEST RANKED FIRM, MERCY MEDICAL DEVELOPMENT D/B/A MERCY OUTPATIENT CENTER, IN SUBSTANTIALLY THE ATTACHED FORM, FOR A PERIOD OF TWO (2) YEARS, WITH THE OPTION TO RENEW FOR TWO (2) ADDITIONAL TWO (2) YEAR PERIODS; ALLOCATING FUNDS FROM THE VARIOUS SOURCES OF FUNDS OF THE USER DEPARTMENTS, SUBJECT TO THE AVAILABILITY OF FUNDS AND BUDGETARY APPROVAL AT THE TIME OF NEED; FURTHER AUTHORIZING THE CITY MANAGER, SHOULD NEGOTIATIONS FAIL WITH THE SECOND -HIGHEST RANKED FIRM, TO REJECT ALL PROPOSALS AND REISSUE AN RFP SOLICITATION. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recommendation of the City Manager approving the findings of the Evaluation Committee pursuant to Request for Proposal ("RFP") No. 243229, that Mount Sinai Medical Center, is the highest -ranked firm, in the best interest, and most advantageous to the City of Miami to provide Annual Physical Examination Services, for the Department of Fire -Rescue and Police, is accepted. Section 2. The City Manager is authorized {1} to negotiate and execute a Professional Services Agreement ("PSA"), in substantially the attached form, with the highest -ranked firm, for a period of two (2) years, with funds allocated from the various sources of funds of the user departments, subject to the availability of funds and budgetary approval at the time of need. Section 3. Should negotiations fail with Mount Sinai Medical Center, the City Manager is authorized {1 } to negotiate and execute a PSA with the second -highest ranked firm, Mercy Medical Development d/b/a Mercy Outpatient Center, for a period of two (2) years, with funds allocated from the various sources of funds of the user departments, subject to the availability of funds and City of Miami Page 1 of 2 File Id: 11-00429 (Version: 2) Printed On: 10/10/2017 File Number: 11-00429 Enactment Number: R-11-0242 budgetary approval at the time of need. Section 4. Should negotiations fail with Mercy Medical Development d/b/a Mercy Outpatient Center, the City Manager is authorized {1} to reject all proposals and reissue an RFP solicitation. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
