HomeMy WebLinkAboutSummary FormAGENDA ITEM SUMMARY FORM FILE ID: // _ p04' 2c%_ Date: 5/23/2011 Commission Meeting Date: 6/09/2011 Law Department Matter ID No. Requesting Department: Risk Management District Impacted: All Type: ® Resolution Ordinance ❑ Emergency Ordinance n Discussion Item ❑ Other Subject: Health Benefit Consulting Services — Approval to Proceed with Awarding PSA RE: RFQ 260247 Purpose of Item: It is respectfully recommended that the City Commission authorize the City Manager to negotiate and execute a Professional Services Agreement for Health Benefit Consulting Services and Actuarial Services with the lowest most responsive and responsible firm, Aon Consulting, Inc., (a/Ida Aon Hewitt Consulting), under an informal solicitation process, issued pursuant to RFQ 260247, for an initial contract period of one (1) year, with the option to renew for an additional one (1) year period, at a first year contract amount not to exceed $150,000, with a maximum cost increase cap of 3% for the second year of the contract. Funds to be allocated from the various sources of funds of the user department, subject to the availability of funds and budget approval at time of need. Background Information: Health Benefit Consulting Services are required for optimizing services provided by the City's health benefits administrator while minimizing administrative costs, to provide professional analysis of the City's Health benefit plans, and to maintain oversight on healthcare reform related issues. Aon Consulting, Inc., one of 5 qualified firms to provide health benefits consulting services through RFQ 260247, as per Resolution No. 11-0108, adopted March 10, 2011, was identified as the lowest priced vendor as a result of an infoinial competitive selection process based on the detailed scope of services contained in Attachment B. Based on a clearly defined scope of services, responsive firms were asked to provide their lowest service pricing. Aon Consulting, Inc. was identified as the firm with the lowest pricing. Given that the fee exceeds the City Manager's authority, this matter is being presented to the City Commission for approval. Budget Impact Analysis NO Is this item related to revenue?
