Background Information:
Health Benefit Consulting Services are required for optimizing services provided by the City's health
benefits administrator while minimizing administrative costs, to provide professional analysis of the
City's Health benefit plans, and to maintain oversight on healthcare reform related issues. Aon
Consulting, Inc., one of 5 qualified firms to provide health benefits consulting services through RFQ
260247, as per Resolution No. 11-0108, adopted March 10, 2011, was identified as the lowest priced
vendor as a result of an infoinial competitive selection process based on the detailed scope of services
contained in Attachment B. Based on a clearly defined scope of services, responsive firms were asked
to provide their lowest service pricing. Aon Consulting, Inc. was identified as the firm with the
lowest pricing. Given that the fee exceeds the City Manager's authority, this matter is being
presented to the City Commission for approval.
