MCKNIGHT ; PROVIDING THESE COLLEGE LEVEL EDUCATIONAL SCHOLARSHIPS FOR AN AMOUNT OF $3,000 FOR EACH OF THESE THREE (3) ELIGIBLE STUDENTS; AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO DISBURSE THE SCHOLARSHIPS , AT HIS DISCRETION, UPON PRESENTATION OF SATISFACTORY DOCUMENTATION FROM THE EDUCATIONAL INSTITUTIONS SET FORTH BELOW ; FURTHER AUTHORIZING THE EXECUTION OF ALL DOCUMENTS NECESSARY FOR SAID PURPOSE, IN A FORM ACCEPTABLE TO CITY MANAGER AND CITY ATTORNEY ; ALLOCATING FUNDS FROM OPERATING FUND, "OTHER CONTRACTUAL SERVICES," ACCOUNT CODE NO 13000.212000.534000.0000.00000. Background Information: On October 12, 1989 the City Commission approved Ordinance #10654 which amended Chapter 22, Garbage and Other Solid Waste, to establish an Educational Trust Fund from the monies received by the city from the recycling of newspapers and other salvageable materials. Pursuant to this the funds were to be maintained in an interest bearing account and upon the accumulation of $1,000,000 in funds received in this manner, the interest was to be used to pay ten full scholarships to college level educational institutions to be awarded annually by the city commission based on recommendations provided by the solid waste department to eligible applicants determined by the criteria and selection process outlined in Ordinance 12581.
