leased Tuesday, Mayor
Esteban "Steve" Bovo Jr.
reiterated his disap-
pointment in Pacheco's
actions and said he
hopes to "put this dark
chapter for the city be-
hind us."
Hialeah's charter
specifies that a perma-
nent vacancy resulting
from death, resignation,
recall, court order, or
other lawful action shall
be filled by appoint-
ment, by resolution, by
an affirmative vote of at
least four council mem-
bers within 30 days of
the vacancy.
The suspension was
handed down just hours
before the last sched-
uled City Council meet-
ing before the summer
break at Hialeah City
Hall, prompting politi-
cians to quickly consider
appointing someone to
fill her vacancy.
Jesus Tundidor, the
council president, told
the Herald that the sit-
uation marks a very sad
moment for Hialeah.
"It always hurts when
we see the city filled
with this kind of news, a
reputation from which
we have tried very hard
to free ourselves," he
said.
Tundidornoted that
Tuesday night's council
meeting will include e
discussion on this matter
to coordinate a special
session to address the
vacancy left by Pache-
co's removal.
Theday after the
councilwoman surren-
dered to the FBI, Bovo
held a press conference
where he said he expect-
ed the City Council to
appoint someone to
replace her.
"The council has had
the ability to appoint a
person that usually holds
the position until the
next election because a
special election in the
city costs half a million
dollars," the mayor said,
ruling out the possibility
to conduct an special
election in November
for her vacancy.
"My advice to the
councilors would be ... 1
don't think it is even
feasible at this time to
be able to conduct an
election to try to have it
in November," Bovo
said.
On Friday, Roberto A.
Rodriguez, deputy su-
pervisor of the Miami -
Dade County Elections
Department, told the
Herald "there is still
time for Hialeah to con-
duct an election this
year for any vacant
seat."
Rodriguez said be-
cause this year is a presi-
dential election year, if
Hialeah decides to con-
duct an election for
Pacheco's seat in No-
vember, it would cost
about $44,000, not the
$415,000 that the city
paid in 2023 for an elec-
tion for four council
seats.
With Pacheco's sus-
pension, Hialeah will
have two open seats by
the end of the year fol-
lowing Bryan Calvo's
resignation in Novem-
ber. Calvo has to resign
because he is running
for tax collector.
A couple of weeks
before Pacheco's in-
dictment, she and her
colleague Calvo debated
about his soon -to -be -
vacant seat in City
Council meeting.
Hialeah attorney Ra-
fael Suirez-Rivas ex-
pleined to the council
that the city is governed
by state statutes, which
stipulate that "the resig-
nation Is effective when
indicated in the letter,
and in this case, it is
November 1st."

NOTICE OF PUBLIC HEARINQ
A public hearing will be held by the Clly Commission of the City of Miami,
Florida on Thursday, July 11, 2024, at 9:00 A.M. at City Hall, located
at 3500 Pan American Drive, Miami, Florida 33133 for the purpose of
waiving the requirements of obtaining sealed bids for the sole source
purchase of a new KOVA Recording System to include software and
components required to upgrade the existing system, which Is being
utilized by the Communications Unit of the police department, from
AT&T Public Safety Solutions, located at 11760 US Highway 1, North
Palm Beach, Florida 33408.
Inquirles from other potential sources of such a package who feel that
they might be able to satisfy the City's requirements for this item you

The Miami City Commission requests all interested parties be present
or represented at the meeting and may be heard with respect to any
proposition before the City Commission in which the City Commission
may take action. Should any person desire to appeal any decision of

Now, decades later,
34-year-old Kiger made
sure she was among the
ow +wpm^ thousands celebrating the
Panthers Stanley Cup win
on Sunday along ALA in
Fort Lauderdale. She even
coordinated an outfit for
the occasion.
When the Panthers
were up 3.0 in the finals,
Kiger ordered a silver
dress from Armen. She
wore it at the parade, with
her body also covered in
glitter. Kiger also had a
silver mixing bowl on her
head, which glistened
with every move.
Her way of ringing in
victory? Donning a Stan-
ley Cup -inspired costume.
"The process was dec-
ades of planning and
preparation and dreaming
and fantasizing about this
moment_" she said. "It
just feels like everything
we've ever wanted com-
ing to fruition."
Fans, Uke Kiger, were
packed behind stretches of
guardrails, some sticking to
their spots even amid a
downpour of rain. The
jovial atmosphere wasn't
dampened by the weather,
however. Panthers fanatics,
in their jerseys, blowed
horns and shouted "Let's
Go Panthers" throughout
the parade. A few even
hoisted replicas of the
Stalky Cup.
Police officers — in
vehicles, got carts and on
bikes — lined every comer
of the beach. Hundreds of
first responders from
several local and federal
agencies were stationed at
the parade, a Fort Lauder-
dale police spokesperson
said.
Asa child, Kiger and
her (amity made the two
hour drive from Vero
Beach to attend Panthers
games in Broward. She
now lives in Sunrise — and
headed to the Amerant
Bank Arena last Monday
for Game 7.
"I honestly can't even
put it into words. When the
clock hit tero on Monday
night, I was sobbing,"
Kiger said. "The three
weeks of the final series
were the most stressful n
my life. 1 barely ate. I bare-
ly slept"

Peters, who attended
almost every home game
this mason, witnessed the
Panther' historic win in
person. But for him, the
Panther clinching the
Stanley Cup was more than
a triumph.
Peter his been a Pan-
thers fan since he moved to
Broward in 2006. He said
the victory is cause for cele-
bration for all of South Flor-
ida, which hasn't had a pro
team win a title since the
Miami Heat took home the
NBA championship in 2013.

Despite downpour,
Panthers fans revel in
championship glory

Gabby Kiger has pa-
tiendy waded for the
Florida Panthers to clinch
the NHL's top honor since
attending her first game at
age 9.
Now, decades later,
34-year-old Kiger made
sure she was among the
thousands celebrating the
Panthers' Stanley Cup win
on Sunday along ALA in
Fort Lauderdale. She even
coordinated an outfit for
the occasion.
When the Panthers
were up 3.0 in the finals,
Kiger ordered a silver
dress from Amazon. She
wore it at the parade, with
her body also covered in
glider. Kiger also had a
silver mixing bowl on her
head, which glistened
with every move.
Her way of ringing in
victory? Donning a Stan-
ley Cup -inspired costume.
"The process was dec-
ades of planning and
preparation and dreaming
and fantasizing about this
moment..." she said. "It
just feels like everything
we've ever anted com-
ing to fruition."
Fans, like Kiger, were
packed behind stretches of
guardrails, some sticking to
their spots even amid a
downpour of rain. The
jovial atmosphere wasn't
dampened by the weather,
however. Panthers fanatics,
in their jerseys, Mowed
horns and showed "Let's
Go Panthers" drougtl0ut
the parade. A few even
hoisted replicas of the
Stanley Cup.
Police officers — in
vehicles, golf carts and on
bikes — lined every caner
of the beach. Hundreds of
first responders from
several local and federal
agencies were stationed at
the parade, a Fort Lauder-
dale police spokesperson
said.
As a child, Kiger and
her family made the two
hour drive from Vero
Beach to attend Panthers
games in Broward. She
now lives in Sunrise — and
headed to the Amerant
Bank Arena last Monday
for Game 7.
"1 honestly can't even
put it into words. When the
clock hit zero on Monday
night, 1 was sobbing,"
Kiger said. "The three
weeks of the final series
were the most stressful in
my life. 1 barely ate. I bare-
ly slept."
Bill Peters, 42, and more
than 20 other members of
the Lauderdale Yacht Club
congregated in the crowd-
ed Hooters overlooking the
parade. Some poked their
head out the windows
while others stood on
chairs. They shouted in
unison when Matthew
Tka ohuk appeared in the
parade's procession.
Peters, who attended
almost every home game
this season, wimessed the
Panthers' historic win in
person. But for him, the
Panthers clinching the
Stanley Cup was more than
a triumph.
Peters has been a Pan-
thers fan since he moved to
Broward in 2006. He said
the victory is cause for cele-
bration for ad of South Flor-
ida, which hasn't had a pro
team win a tide since the
Miami Heat took home the
NBA championship in 2013.
"Game 7 almost gave me
a heart attack," he
quipped.
Randall Hill, 40, drove
from North Lauderdale
and arrived to the beach at
7 a.m. to secure a spot to
greet the Stanley Cup.
Dressed in Panthers gear,
he said he has been a fan
of all South Florida sports
teams, including the Heat
and the Miami Dolphins,
since he started watching
sports as a child.
"Tkac huk going into the
water?" Hill said. "That
was the grand finale."

This action Is being considered pursuant to Section 18-85 (A) of the Code of the City of
Miami, Florida as amended (the "Code"). The recommendations and fillings to be
considered in this matter are set forth in the proposed resolution and in Code Section
18-85 (A). which are deemed to be incorporated by reference herein and are available as
with the regularly scheduled City Commission meeting of Jury 11, 2024, at Miami City Hall,
3500 Pan American Drive, Miami, Fonda.
The Miami City Commission requests all interested parties be present or represented at
the meeting and may be heard with respect to any proposition before the City Commission
in which the CM Commission may take action. Should any person desire to appeal any
decision of the City Commission with respect to any matter to be considered at this meeting,
that person shall ensure that a verbatim record of the proceedings is made including al
testimony and evidence upon which any appeal may be based (F.S. 286.0105).
Pursuant to Miami City Code Section 2-33(o), wherever a scheduled City Commission
meeting is cancelled or is not held due to a lack of a quorum or other emergency, a special
City Commission meeting will be automatically scheduled for the Tuesday Immediately
following the cancelled meeting. In the event of one of the aforementioned circumstances,
the special meeting would be held on July 16, 2024, at 9:00 a.m. in the City Commission
chambers located at Miami City Hall, 3500 Pan American Drive, Miami, FL 33133. All of the
scheduled agenda items from that cancelled meeting shall automatically be scheduled as an
agenda item at the special City Commission meeting.
The City Clerk shall notify the public of the special meeting that is to take place by placing
a notice of the special City Commission meeting at the entrance of City Hall and the City's
main administrative building, placing a notice on the Citys websile, and, if feasible. placing
an ad in a newspaper of general circulation before the special meeting on the immediately
following Tuesday. There shall be no additional notice by publication required for any such
scheduled agenda item that is moved to the special City Commission meeting.
