Subject: Resolution to authorize the City Manager to execute a third Interlocal Agreement with Miami -
Dade County to continue the distribution of the municipal portion of the Charter County and Regional
Transportation System Surtax Funds.
Purpose of Item:
To authorize the City Manager to execute a third Interlocal Agreement (ILA) with Miami -Dade County
to continue the distribution of the municipal portion of the Charter County and Regional Transportation
System Surtax Funds (also known as People's Transportation Plan or P 1?) levied by Miami -Dade
County. The third ILA addresses the City's use of the Surtax proceeds for the provision of on -demand
transportation services, pre -arranged twenty-four hours in advance, for low-income seniors who are aged
65 years or older and individuals with disabilities.
Background Information:
This third ILA replaces the second ILA that was executed pursuant to Resolution No. 07-0272, adopted
May 10, 2007, to continue to allow the City to receive its portion of the Surtax proceeds. The ILA
revisions is required by the Office of the County Attorney in order for the City to comply with County
Ordinance No. 02-116 (the enabling ordinance for the People's Transportation Plan and the Transit
Surtax) which was amended by the Board of County Commissioners on March 15, 2011 to allow
municipalities to expend the Surtax proceeds for on -demand transportation services. The ILA revisions
apply to all municipalities receiving their municipal share of the Surtax. The resolution attached identifies
the revisions to the ILA.
