HomeMy WebLinkAboutSummary FormFILE ID: Date: 4/15/2011 AGENDA ITEM SUMMARY FORM 11-003 ?O Requesting Department: Police Commission Meeting Date: 5/26/2011 District Impacted: All Type: X Resolution ❑ Ordinance ❑ Other Emergency Ordinance ❑ Discussion Item Law Department Matter ID No. : II- 2e Subject: Two (2) Automated Fingerprint Identification System (AFIS) Review Stations and one (1) year of maintenance - Sole Source Purchase Purpose of Item: Adopt a Resolution of the Miami City Commission, by a four -fifths (4/5ths) affirmative vote pursuant to Section 18-92(a)(1) of the Code of the City of Miami, Florida, as amended, after an advertised public hearing, ratifying, approving and confirming the City Manager's finding of a sole source, waiving the requirement for competitive sealed bidding procedures, and authorizing the procurement of two (2) Automated Fingerprint Identification System (AFIS) Review Stations and one (1) year of maintenance from MorphoTrack, Inc., for the Department of Police, for a total amount not to exceed $42,740. Allocating funds from the FY 2010 Paul Coverdell Forensic Science Improvement Grants Program, Award No. 1726, Project No. 19-193004, and Account No. 12500.191602.664000. Background Information: The Department of Police seeking to purchase two (2) AFIS Review Stations and one (I) year maintenance. These proposed Review Stations are the only support systems that can facilitate latent searches in a computer readable format, which allows for rapid identification by interfacing with Miami -Dade County and Florida Department of Law Enforcement's fingerprint and criminal databases; it will utilize the existing AFIS data with no expensive and disruptive data conversion. No other vendor has MorphoTrak's encoding algorithms and search routines that are the foundation of the MorphoTrak AFIS currently in use by the Miami Police Department. The purchase of the AFIs Review Stations will enhance the ability of crime scene personnel to conduct latent searches and improve the work flow or latent palm/fingerprint comparison. The added functionality will allow the police department to improve the quality and timeless of forensic science over current operations.
