Exposito r REFERENCES : Chief of Police Stations & Maintenance ENCLOSURES: FILE : LEG 7-2 Purchase of Two AFIS Review The police department is requesting a sole source finding for the purchase of two (2) Automated Fingerprint Identification System (AFIS) Review Stations and one (1) year of maintenance from MorphoTrak Safran Group at an amount not to exceed $42,740. Based upon the attached information being provided, please take the necessary steps to verify that MorphoTrak Safran Group, located at 1250 North Tustin Avenue, Anaheim, CA 92807, is the sole source provider for the provision of the AFIS Review Stations along with maintenance. Funding is available from the FY 2010 Paul Coverdell Forensic Science Improvement Grants Program, Award No. 1726, Project No. 19-193004, and Account No. 12500.191602.664000. Upon completion of your findings, please forward a copy of the Resolution and the Agenda Summary package. Pursuant to Resolution No. 10-0475, the City of Miami accepted a grant award from the Department of Justice that provides funding for the purchase of these two (2) AFIS Review Stations and one year of maintenance. These Review Stations are the only support systems that can facilitate latent searches in a computer readable format, which allows for rapid identification by interfacing with Miami -Dade County and Florida Department of Law Enforcement's fingerprint and criminal databases. MorphoTrak affirms to be the manufacturer of the existing AFIS subsystem, software applications, and Latent Search System (LSS) units, and therefore the only vendor that can provide the police department and the region with an AFIS Review Station that will ensure continuous uninterrupted functionality. The proposed AFIS Review Stations will utilize the existing AFIS data with no expensive and disruptive data conversion. No other vendor has MorphoTrak's encoding algorithms and search routines that are the foundation of the MorphoTrak AFIS currently in use. The purchase of the AFIS Review Stations will enhance the ability of crime scene personnel to conduct latent searches and improve the work flow of latent palm/fingerprint comparison. The added functionality will allow the police department to improve the quality and timeliness of forensic science over current operations. Once fully implemented, this project will substantially expedite the processing of evidence. Your attention to this matter is greatly appreciated. Crapp, Jr. City Manager FROM : / Kenneth o ertson, Direor Chief Procurement Officer DATE: April 15, 2011 FILE : SUBJECT: Sole Source: Purchase of AFIS System and Maintenance for the Department of Police REFERENCES: ENCLOSURES: An investigation was conducted by staff to determine whether MorphoTrak, Inc., located at 1250 North Tustin Avenue, Anaheim, CA 92807, is the sole source provider for the acquisition of two (2) Automated Fingerprint Identification System (AFIS) Review Stations and one (1) year of maintenance, for the Department of Police, at an amount not to exceed $42,740, with funding available from FY 2010 Paul Coverdell Forensic Science Improvement Grants Program, Award No. 1726, Project No. 19-193004, and Account No. 12500.191602.664000. The City of Miami has maintained a sole source maintenance and service agreement of the AFIS and Omnitrak Systems at Police from Printrak, now known as MorphoTrak, Inc. since the purchase of the equipment in 1996, pursuant to Resolutions No. 96-627, and 09-0166. On April 2, 2009, following a sole source finding by the Chief Procurement Officer and City Manager, the City Commission adopted Resolution No. 09-0166 as a sole source, which authorized and approved the acquisition of maintenance and support services for the AFIS System from Printrak, the sole source provider. Furthermore, on July 9, 2009, the City Commission adopted Resolution No. 09- 0329 approving the assignment of the maintenance and support agreement for the AFIS and Omnitrak Systems from Printrak to Sagem Morpho, Inc., operating under the corporate name of MorphoTrak, Inc. The Police Department is now seeking to purchase two (2) AFIS Review Stations and one (1) year maintenance. Therefore, I am recommending that the requirements for competitive bidding be waived and the above findings be approved that MorphoTrak, Inc., located at 1250 North Tustin Avenue, Anaheim, CA 92807, is the sole source provider for the acquisition of two (2) Automated Fingerprint Identification System (AFIS) Review Stations and one (1) year of maintenance for the Department of Police.
