A RESOLUTION OF THE MIAMI CITY COMMISSION, BY A FOUR -FIFTHS
(4/5THS) AFFIRMATIVE VOTE, PURSUANT TO SECTION 18-92(A)(1) OF THE
CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, AFTER AN
ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING AND CONFIRMING
THE CITY MANAGER'S FINDING OF A SOLE SOURCE; WAIVING THE
REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES AND
APPROVING THE PROCUREMENT OF TWO (2) AUTOMATED FINGERPRINT
IDENTIFICATION SYSTEM REVIEW STATIONS AND ONE (1) YEAR OF
MAINTENANCE FROM MORPHOTRAK, INC., FOR THE DEPARTMENT OF
POLICE, IN AN AMOUNT NOT TO EXCEED $42,740; ALLOCATING FUNDS FROM
THE FISCAL YEAR 2010 PAUL COVERDELL FORENSIC SCIENCE
IMPROVEMENT GRANTS PROGRAM, AWARD NO. 1726, PROJECT NO.
19-193004 AND ACCOUNT NO. 12500.191602.664000.
WHEREAS, the purchase of the Automated Fingerprint Identification System ("AFIS") Review
Stations are needed to enhance the ability of the Department of Police's crime scene personnel to
conduct latent searches and improve the work flow of latent palm and fingerprint comparison; and
WHEREAS, the added functionality of the AFIS Review Stations will allow the Department of
Police to improve the quality and timeliness of forensic science over current operations, substantially
expediting the processing of evidence; and
WHEREAS, funds will be allocated from the Fiscal Year 2010 Paul Coverdell Forensic Science
Improvement Grants Program, Award No. 1726, Project No. 19-193004, and Account No.
12500.191602.664000; and
WHEREAS, pursuant to Section 18-92(a)(1) of the Code of the City of Miami, Florida, as
amended ("City Code"), the Chief Procurement Officer has adopted a finding that MorphoTrak, Inc., is
the sole source provider for the acquisition of the AFIS Review Stations and one (1) year of
maintenance; and
WHEREAS, the findings of the Chief Procurement Officer have been approved and adopted as
the finding of the City Manager; and
WHEREAS, the City Manager and the Chief Procurement Officer recommend that the
requirements for competitive formal sealed bids be waived and that the procurement of the two (2)
AFIS Review Stations and one (1) year of maintenance from MorphoTrack, Inc., as the sole source, be
approved;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:

Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.
Section 2. By a four -fifths (4/5ths) affirmative vote, pursuant to Section 18-92(a)(1) of the City
Code, after an advertised public hearing, the City Manager's finding of a sole source, is ratified,
approved and confirmed, the requirements for competitive sealed bidding procedures are waived, and
the procurement of two (2) AFIS Review Stations and one (1) year of maintenance, from MorphoTrak,
Inc., as the sole source provider, is approved, in an amount not to exceed $42,740, with funds
allocated from the Fiscal Year 2010 Paul Coverdell Forensic Science Improvement Grants Program,
Award No. 1726, Project No. 19-193004 and Account No. 12500.191602.664000.
Section 3 This Resolution shall become effective immediately upon its adoption and signature
of the Mayor. {1}

Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
