A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK
GRANT PROGRAM FUNDS, IN THE AMOUNT OF $50,000 TO ALLAPATTAH
BUSINESS DEVELOPMENT AUTHORITY, INC. AND $50,000 TO SUNSHINE FOR
ALL, INC., FROM THE CITY OF MIAMI DEPARTMENT OF COMMUNITY CDBG
PROGRAM ADMINISTRATION FUNDS, TO PROVIDE HOUSING QUALITY
STANDARD INSPECTION SERVICES FOR THE CITY OF MIAMI'S SECTION 8
HOUSING CHOICE VOUCHERAND MODERATE REHABILITATION PROGRAMS
AND HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS PROGRAM;
FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY
AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH SAID
AGENCIES, FOR A PERIOD FROM THE DATE OF EXECUTION, THROUGH
MARCH 31, 2012, WITH AN OPTION TO RENEW FOR TWO (2) ADDITIONAL
YEARS.
WHEREAS, the City of Miami ("City") receives funding from the United States Department of
Housing and Urban Development for its Section 8 Programs and Housing Opportunities for Persons
with AIDS ("HOPWA") Program; and
WHEREAS, the Section 8 Voucher and Moderate Rehabilitation Programs and HOPWA Program
require that all properties, as part of the program, be inspected during move -in and move -out and
annually to meet minimum housing quality standards; and
WHEREAS, the City's Department of Community Development issued a Request for Proposal
("RFP") from qualified and experienced firms for general inspection services including, but not limited
to, Housing Quality Standard Inspections in accordance with the requirements of Code of Federal
Regulations ("CFR") 25.CFR 982.401, Housing Quality Standards ("HQS") Handbook 7420.3, and any
other type of inspections in accordance, when applicable, to the governing South Florida Building
Code and other federal, state, and local laws, rules, regulations, directives, codes and ordinances; and
,WHEREAS, the RFP was issued on January 31, 2011, with a submission deadline of February 28,
2011; and
WHEREAS, the RFP produced a total of four proposals of which the two most qualified applicants
are being considered for funding; and
WHEREAS, Allapattah Business Development Authority, Inc. ("ABDA") and Sunshine For All, Inc.
are private nonprofit Sub -recipients defined under the provisions of 24 CFR 570.500(c), eligible to
receive Community Development Block Grant ("CDBG") Program funding assistance from the City to
undertake activities eligible for such assistance under Subpart C of the regulations; and

WHEREAS, the Section 8 Program and HOPWA programs require on an annual basis, the
performance of over 1000 inspections and re -inspections, and based on the current level of
Department of Community Development inspection staff, it continues to be more cost and time
effective for the uninterrupted performance of said inspections to be performed by the Sub -recipients;
and
WHEREAS, the City Administration also recommends the transfer of CDBG program funds in the
amount of $50,000 to ABDA and $50,000 to Sunshine for All, Inc. from the City's Department of
Community Development CDBG Program Administration funds, to provide HQS inspection services for
the City's Section 8 Housing Choice Voucher and Moderate Rehabilitation Programs and HOPWA
Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The transfer of CDBG program funds, in the amount of $50,000 to ABDA and $50,000
to Sunshine for All, Inc., from the City Department of Community Development CDBG Program
Administration, to provide HQS inspection services for the City's Section 8 Housing Choice Voucher
and Moderate Rehabilitation Programs and HOPWA program, is authorized.
Section 3. The City Manager is authorized {1 } to execute the necessary Agreements, in a form
acceptable to the City Attorney, with said agencies, for a period from the date of execution, through
March 31, 2012, with an option to renew for two (2) additional years.
Section 3. The transfer of Community Development Block Grant program funds, in the amount of
$50,000 to ABDA and $50,000 to Sunshine for All, Inc., from the City Department of Community
Development CDBG Program Administration, to provide HQS inspection services for the Section 8
Programs and HOPWA program, is authorized.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City .Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by the City Commission.
