A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE ALLOCATION OF THE FOLLOWING: COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDS, IN THE AMOUNT OF $122,607, HOME
INVESTMENT PARTNERSHIP PROGRAM FUNDS, IN THE AMOUNT OF $42,773,
HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS FUNDS, IN THE
AMOUNT OF $72,558, NEIGHBORHOOD STABILIZATION PROGRAM FUNDS, IN
THE AMOUNT OF $40,597, SECTION 8 PROGRAM FUNDS, IN THE AMOUNT OF
$33,759, AND OTHER PROGRAM FUNDS IN THE AMOUNT OF $19,191, FOR A
TOTAL AMOUNT OF $331,485, TO THE RESPECTIVE DEPARTMENT OF
COMMUNITY DEVELOPMENT ADMINISTRATION FUNDS FOR INDIRECT COST
ALLOCATION, AS SPECIFIED IN EXHIBIT "A", ATTACHED AND
INCORPORATED; AUTHORIZING THE CITY MANAGER TO EXECUTE THE
NECESSARY DOCUMENTS FOR SAID PURPOSE.
WHEREAS, pursuant to Code of Federal Regulations 24 CFR 85.22, all costs associated with the
administration of the United States Department of Housing and Urban Development ("U.S. HUD")
funds are subject to the Office of Management and Budget ("OMB") Circular 87; and
WHEREAS, OMB Circular 87 allows an allocation of indirect cost associated with the
administration of federal funds subject to approval by a federal cognizant agency; and
WHEREAS, on November 19, 2010, the U.S. HUD approved an indirect cost rate of 20% for all
federal funds administered by the City of Miami ("City") for the 2010-2011 Fiscal Year; and
WHEREAS, the City Administration recommends the allocation of Community Development Block
Grant ("CDBG") funds, in the amount of $122,607, Home Investment Partnership Program ("HOME")
funds, in the amount of $42,773, Housing Opportunities for Persons with AIDS ("HOPWA") funds, in
the amount of $72,558, Neighborhood Stabilization Program ("NSP") funds, in the amount of $40,597,
Section 8 funds, in the amount of $33,759, and all other programs in the amount of $19,191, for a total
amount of $331,485, to the respective Department of Community Development administration funds
for indirect cost allocation, as specified in Exhibit "A"; attached and incorporated;
NOW.. THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The allocation of CDBG funds, in the amount of $122,607, HOME funds, in the amount
of $42,773, HOPWA funds, in the amount of $72,558, NSP funds, in the amount of $40,597, Section 8
funds, in the amount of $33,759, and all other programs in the amount of $19,191, for a total amount

of $331,485, to the respective Department of Community Development administration funds for
indirect cost allocation, as specified in Exhibit "A", attached and incorporated, is authorized.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.(2)

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by the City Commission.
