A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ADDING BROWARD COUNTY AS A PARTICIPATING AGENCY IN THE MIAMI
URBAN AREA SECURITY INITIATIVE ("UASI") GRANT PROGRAM FISCAL YEAR
2007, PURSUANT TO RESOLUTION NO. 08-0196, ADOPTED APRIL 10, 2008;
AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF
AGREEMENT ("MOA"), IN SUBSTANTIALLY THE ATTACHED FORM, SETTING
FORTH THE PARTIES' RESPONSIBILITIES IN CONNECTION WITH THE
DEVELOPMENT AND SUPPORT OF THE UASI PROJECT ADMINISTERED BY
THE CITY OF MIAMI DEPARTMENT OF FIRE -RESCUE, IN AN AMOUNT NOT TO
EXCEED $287,424.37; ALLOCATING SAID FUNDS, FOR HOMELAND SECURITY
EXPENSES PURSUANT TO THE UASI GUIDELINES, FROM UASI PROJECT NO.
18-180011-AWARD NO. 1564.
WHEREAS, the United States Department of Homeland Security ("USDHS"), is authorized by the
Emergency Wartime Supplemental Appropriations Act 2003, to provide funds to states for subsequent
distribution to selected urban areas to address the unique equipment, training, planning, exercise and
operational needs for large urban areas, and to assist them in building an enhanced and sustainable
capacity to prevent, respond to, and recover from threats or acts of terrorism; and
WHEREAS, the USDHS, through the State of Florida Division of Emergency Management, has
sub -granted the Urban Area Security Initiative ("UASI") Grant Program Fiscal Year 2007 to the City of
Miami ("City"), in the amount of $11,620,000, accepted pursuant to Resolution No. 08-0196, adopted
April 10, 2008; and
WHEREAS, in accordance with the UASI Grant Program Fiscal Year 2007, the Memorandum of
Agreement ("MOA") with Broward County, in an amount not to exceed $287,424.37, will provide the
necessary guidelines and permit the City to reimburse Broward County for its expenditures that are
compliant with said project;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized {1 } to execute a MOA, in substantially the attached
form, between the City and Broward County, as a participating agency in the Miami UASI Grant
Program Fiscal Year 2007, pursuant to Resolution No. 08-0196, adopted April 10, 2008, setting forth
the parties' responsibilities in connection with the development and support of the UASI Project
administered by the City Department of Fire -Rescue, in an amount not to exceed $287,424,37, with
funds allocated, for homeland security expenses pursuant to the UASI guidelines, from UASI Project
No. 180180011-Award No. 1564.

Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. (2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
