HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 11-00345 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ADDING THE VILLAGE OF KEY BISCAYNE, THE CITY OF MIAMI BEACH, AND THE CITY OF CORAL GABLES AS PARTICIPATING AGENCIES IN THE MIAMI URBAN AREA SECURITY INITIATIVE ("UASI") GRANT PROGRAM FISCAL YEAR 2009, PURSUANT TO RESOLUTION NO. 10-0290, ADOPTED JULY 8, 2010; AUTHORIZING THE CITY MANAGER TO EXECUTE MEMORANDA OF AGREEMENTS, IN SUBSTANTIALLY THE ATTACHED FORM(S), SETTING FORTH THE PARTIES' RESPONSIBILITIES IN CONNECTION WITH THE DEVELOPMENT AND SUPPORT OF THE FISCAL YEAR 2009 UASI PROJECT, ADMINISTERED BY THE CITY OF MIAMI DEPARTMENT OF FIRE -RESCUE; ALLOCATING FUNDS FOR HOMELAND SECURITY EXPENSES PURSUANT TO THE UASI GUIDELINES, FROM UASI PROJECT NO. 18-180022, SUBJECT TO BUDGETARY APPROVAL. WHEREAS, the United States Department of Homeland Security ("USDHS"), is authorized by the Emergency Wartime Supplemental Appropriations Act 2003, to provide funds to states for subsequent distribution to selected urban areas to address the unique equipment, training, planning, exercise and operational needs for large urban areas, and to assist them in building an enhanced and sustainable capacity to prevent, respond to, and recover from threats or acts of terrorism; and WHEREAS, the USDHS, through the State of Florida Division of Emergency Management, has sub -granted the Urban Area Security Initiative ("UASI") Grant Program Fiscal Year 2009 to the City of Miami ("City"), in the amount of $10,708,461, accepted pursuant to Resolution No. 10-0290, adopted July 8, 2010; and WHEREAS, in accordance with the UASI Grant Program Fiscal Year 2009, the Memoranda of Agreements ("MOAs") with the participating agencies of the Village of Key Biscayne, the City of Miami Beach, and the City of Coral Gables, will provide the necessary guidelines and permit the City to ---reinbur.se-these-agencies-for—heir-expenditures-that-are-compliant-with said -project; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized {1} to execute the MOAs, in substantially the attached form(s), between the City and the Village of Key Biscayne, the City of Miami Beach, and the City of Coral Gables, as participating agencies in the Miami UASI Grant Program Fiscal Year 2009, pursuant to Resolution No. 10-0290, adopted July 8, 2010, setting forth the parties' responsibilities in connection with the development and support of the Fiscal Year 2009 UASI Project, administered by the City Department of Fire -Rescue, with funds allocated for homeland security expenses pursuant to UASI City of Miami Page 1 of2 File Id: II-00345 (version: 11 Printed On: 4/26/2011 File Number. 11-00345 guidelines, from UASI Project No. 18-1800222, subject to budgetary approval. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} APPROVED AS TO FORM AND CORRECTNESS: JULIE O. BRU CITY ATTORNEY Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
