HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 11-00286 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, IN THE AMOUNT OF $100,000, FROM THE CITY OF MIAMI DEPARTMENT OF COMMUNITY DEVELOPMENT DISTRICT 4 ECONOMIC DEVELOPMENT RESERVE ACCOUNT; ALLOCATING SAID FUNDS TO REBUILDING TOGETHER, MIAMI-DADE, INC., AS SPECIFIED IN EXHIBIT "A", ATTACHED AND INCORPORATED, FOR THE REHABILITATION OF SINGLE FAMILY HOMES IN DISTRICT 4; AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENT NO. 1 TO THE AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH SAID AGENCY FOR SAID PURPOSE. WHEREAS, pursuant to Resolution No. 11-0119, adopted March 24, 2011, the City Commission authorized the allocation of Community Development Block Grant ("CDBG") Economic Development funds which included an amount of $848,935 as reserves for District 4; and WHEREAS, Rebuilding Together Miami -Dade, Inc. ("Rebuilding Together") was established in 1993 and is a 501(c)3 non-profit organization that rehabilitates homes for low-income elderly and disabled homeowners at no cost to the homeowner; and WHEREAS, since its inception in 1993, Rebuilding Together has rehabilitated approximately 340 homes with hundreds of skilled and unskilled volunteers donating $5 million of market value work to the Miami -Dade Community; and WHEREAS, a proposed City of Miami ("City") Single Family Rehabilitation project will focus on assisting low income elderly and disabled homeowners in District 4 to include Americans with Disabilities Act compliance issues for the exterior of the property, roof repair or replacement, window and exterior door repair or replacement, accordion shutter installation, termite tenting, exterior paint, replacement.of.front yard fencingand replacement of exterior lighting fixtures for safety purpose a.s. —well'as-other-eligible-costs; and WHEREAS, funds are necessary to assist in rehabilitating homes for low-income, eligible, elderly and disabled homeowners in District 4 which will also provide job opportunities to small business contractors to complete the repairs; and WHEREAS, Rebuilding Together will be compensated at a rate of 15% of the project cost but not to exceed $15,000, for overseeing and managing the rehabilitation projects in District 4; and WHEREAS, homeowners benefiting from the program will be required to sign and record against the properties, a five (5) year covenant restricting the use of the home to ensure compliance with federal regulations; and WHEREAS, the City Administration recommends the transfer of CDBG funds in the amount of City of Miami Page 1 of 2 File Id: 11-00286 (Version: 1) Printed On: 4/12/2011 File Number. 11-00286 $100,000, from the City Miami Department of Community Development District 4 Economic Development Reserve Account to Rebuilding Together, as specified in "Exhibit A", attached and incorporated, for the Single Family Rehabilitation Program in District 4; NOW, THEREFORE, BE IT RESOLVED BYTHE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The transfer of CDBG funds, in the amount of $100,000, from the City Department of Community Development District 4 Economic Development Reserve Account, and the allocation of said funds to Rebuilding Together, as specified in "Exhibit A", attached and incorporated, for the rehabilitation of Single Family homes in District 4, is authorized. Section 3. The City Manager is authorized {1 } to execute Amendment No. 1 to the Agreement, in substantially the attached form, with said agency for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} APPROVED AS TO FORM AND CORRECTNESS JULIE O. BRU CITY ATTORNEY Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the -date it was passed and adopted. If -the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
